Status Report on Projects Operating with Specific Treasury Board Approval
- Employee Benefit Plans (EBP) are not included in project costs while contingency costs are included.
- Projects listed have been identified as either:
- those in which the estimated expenditure exceeds the delegated approval authority granted to the Department of National Defence (DND) by the Treasury Board (TB) ($30 million with substantive cost estimates), or;
- those in which the risk is particularly high, regardless of the estimated amounts.
- Main estimates column: As far as equipment projects go, main estimates amounts cannot be linked to a specific project unless a TB Submission was done to bring in new funding for the reporting year (mostly relates to accrual projects). Otherwise, they are determined on a vote basis and not by project.
- Total authorities: For C503 projects the amounts are not determined on a Fiscal Year (FY) basis; projects are given approval for total life of the project.
- Original Estimated Total Cost is defined as the costs comprised of four components of Vote 5 funding:
- Procurement costs of the acquisition (equipment platform/system/fleet and associated infrastructure);
- Integrated Logistics Support (nominally two year spares Initial Provisioning, training development, technical data packages, simulators, etc - will vary from project to project);
- Project Management Office costs to include project staff SWE/military pay, Travel, Training, Office Space, contracted support, etc; and
- GST.
