Status Report on Projects Operating with Specific Treasury Board Approval - DRR 2016-17

• Project costs and actual expenditures include Employee Benefit Plans (EBP) and exclude taxes.
• Projects listed have been identified as either:
  1. those in which the estimated expenditure exceeds the delegated approval authority granted to the Department of National Defence (DND) by the Treasury Board (TB) ($30 million with substantive cost estimates), or;
  2. those in which the risk is particularly high, regardless of the estimated amounts.
• The Actual Total cost column contains a summary of all spending against the respective projects to date, up to and including FY 2016-17. Given that these projects continue into future years, Actual Total cost is expected to be different from the Revised Estimated Total cost. The two columns can align only once the project is closed and all funds for a project have been spent.
• Total authorities: Same as Planned Spending.
• Original Estimated Total Cost is defined as the costs comprised of four components of Vote 5 funding:
  • Procurement costs of the acquisition (equipment platform/system/fleet and associated infrastructure);
  • Integrated Logistics Support (nominally two year spares Initial Provisioning, training development, technical data packages, simulators, etc. - will vary from project to project);
  • Project Management Office costs to include project staff SWE/military pay, Travel, Training, Office Space, contracted support, etc.; and
  • GST.

Instructions:

• Original estimated total cost: The total cost estimate for the project in the original Treasury Board decision.
• Revised estimated total cost: The most recent Treasury Board decision for the total cost estimate for the project.
• Actual total cost: All expenditures to date, including the reporting year.
• Main Estimates: The amount of funding sought through the Main Estimates process.
• Planned spending: The amount should include any updates to funding provided through the Main Estimates (i.e., Supplementary Estimates).
• Total authorities: The project authorities for the reporting year, as approved by the Treasury Board.
• Actual spending: Total amount spent during the reporting year.
• Expected date of close-out: The year that the project is expected to be completed.

Note: Project LF ISTAR (0276) includes the totals from sub projects 1013, 1014, 1015, 1277 and 1278.
