As part of the Department of National Defence and Canadian Armed Forces’ (DND/CAF) response to COVID-19, the Mobilizing Insights in Defence and Security (MINDS) program is inviting external experts to help the Defence Team analyze, understand, and learn from the pandemic.

MINDS COVID-19 Challenge

The COVID-19 Challenge will provide non-recurring financial support, up to a maximum of $10,000CAD to fund projects such as conferences, roundtables, workshops, research, and publications. Proposals should consider how COVID-19 mitigation measures will impact their project’s feasibility and ways they can use virtual collaboration. 

Requests for funding will be assessed primarily on relevance to the COVID Challenge Questions, the use of Gender-Based Analysis Plus (GBA+), as well as innovation and the creative use technology.

Applications must be relevant and align with the MINDS COVID-19 Challenge Questions.

A proposed budget, a breakdown of spending by category, and a list of additional funding sources, must also be included in the application. The Department of National Defence should not be the only source of funding for a grant proposal.

Please note: If, as part of your project, you intend to conduct social science research with DND civilian employees, currently serving CAF members, families of serving CAF members, applicants for enrolment in the CAF, or members of Canadian Cadet organizations you are required to have DND/CAF Social Science Research Review Board (SSRRB) approval. The purpose of the SSRRB review is to ensure that social science research information gathering activities within the DND/CAF are ethically sound; that they do not impede or conflict with operations, on-going DND/CAF programmes, or other approved higher-priority research; and that the research will be of value to the DND/CAF. Additional information may be found in Defence Administrative Orders and Directives 5062 – Social Science Research. For planning purposes, please note that during busy periods SSRRB reviews can take up to two months from receipt of a completed submission form. If you intend to conduct such research, please contact the SSRRB at SSRRB-CERSS@forces.gc.ca to learn more the review process and to obtain instructions and the SSRRB submission form.

Applicants will be scored and grants will be awarded on a top-down basis.
