In 2018, Seamless Canada was created to provide greater opportunity for collaboration between representatives from provinces, territories, and leadership from the Department of National Defence and the Canadian Armed Forces (CAF) to improve the relocation experience of CAF members and their families. This collaboration is known as the Seamless Canada Steering Committee (SCSC).

Seamless Canada, in collaboration with Canadian Forces Morale and Welfare Service (CFMWS), works with federal, provincial, territorial, and private sector partners to improve interjurisdictional relocations, particularly in accessing provincial and territorial services.

The initiative

CAF families face unique challenges. CAF families navigate frequent relocations, long periods of separation, and the risks associated with service, all of which contribute to a complex and demanding lifestyle.

In response to Canada’s defence policy Strong, Secure, Engaged, the Department of National Defence (DND) and the CAF launched Seamless Canada in 2018 to help alleviate relocation-related pressures on CAF families. The updated 2024 defence policy, Our North, Strong and Free, reaffirmed the importance of supporting military families.

In 2022, the SCSC ratified its Terms of Reference, formally establishing itself as an intergovernmental body. Co-chaired by the Minister of National Defence and a rotating provincial or territorial representative, the SCSC includes delegates from each province and territory. It meets semi-annually to strengthen collaboration and advance three core objectives: access to healthcare, child and youth education (including childcare), and spousal/partner employment.

  • The standard 90-day waiting period for access to health cards in Canada’s 13 provinces and territories has been waived for military families.
  • Military families can access Maple Virtual Healthcare via CFMWS.
  • Military spouses can connect with 40+ national employers through the Military Spousal Employment Network, and access federal job opportunities via the Military Spouse Employment Initiative.
  • Seamless Canada is working with Military Family Resource Centres (MFRC) and CAF base and wing command teams to gather feedback and identify regional challenges.
