14-41 – ​Authorized Rifle Training

Cadet Administrative and Training Orders (CATOs)


General

1. This order defines the types of marksmanship activities authorized within the Canadian Cadet Organizations (CCO) as well as the policies that govern the use of resources associated with this type of training.

2. Any training not covered by this order is prohibited, unless specifically approved in advance by the Director Cadets and Junior Canadian Rangers (D Cdts & JCR). Use or engagement of figure targets or human representation targets is strictly prohibited.

3. CATO 12-07 addresses the ceremonial use of bayonets.

4. CATO 14-42 addresses the Cadet Biathlon Program specific issues.

5. CATO 14-43 addresses the Cadet Marksmanship Program specific issues.

6. CATO 14-48 addresses the use of pyrotechnics and blank ammunition.

Definitions

7. The terms Cadet Instructor and Civilian Instructor (CI) used in this order have the same meaning as defined in article 1.02 of QR (Cadets).

Civilian Instructors

8. Only a CI that holds a recognized qualification in marksmanship that meets the minimum CF standards may be authorized by the RCSU CO to conduct marksmanship activity in support of the corps/squadrons program, CSTC program, RDA, NDA and CIC Training Courses. CIs may apply for a Prior Learning Assessment (PLA).

9. A CI holding a recognized qualification in Marksmanship is authorized to :

  1. fire air rifles in the prone or standing positions in support of the corps/squadrons program, CSTC program, RDA and NDA;
  2. fire small-bore rifles in the prone or standing positions in support of the corps/squadrons program, CSTC program, RDA; and
  3. fire C11 or C12A1 large-bore rifles in the prone position only when hired in support of the ACLM Course and ACLIM Course.

Air Rifle Firing

10. Sea, Army and Air cadets are authorized to fire air rifles in the prone or standing positions as part of the corps/squadrons program, Cadet Summer Training Centre (CSTC) program, regionally directed activities (RDA) and nationally directed activities (NDA).

11. Cadet Instructors are authorized to fire air rifles in the prone or standing positions in support of the corps/squadrons program, CSTC program, RDA and NDA as well as during CIC Training Courses.

12. Cadets and Cadet Instructors may be authorized by the Regional Cadet Support Unit (RCSU) Commanding Officer (CO) to participate in non-DND air rifle activities such as training clinics or competitions.  Use of DND resources under these circumstances is authorized.

13. There are no restrictions against cadets, Cadet Instructors or CIs participating in non-DND air rifle activities, if they are not attending as members of the CF, or as representatives of the CCO. Use of DND resources under these circumstances is prohibited.

14. All other technical regulations referring to air rifle firing and air rifle ranges outlined in this CATO must be adhered to at all times.

Small-Bore Firing

15. Sea, Army and Air cadets are authorized to fire small-bore rifles in the prone or standing positions as part of the corps/squadrons program, CSTC program, RDA and NDA.

16. Cadet Instructors are authorized to fire small-bore rifles in the prone or standing positions in support of the corps/squadrons program, CSTC program, RDA and NDA as well as during CIC Training Courses.

17. Cadets and Cadet Instructors may be authorized by the RCSU CO to participate in non-DND small-bore activities such as training clinics or competitions.  Use of DND resources under these circumstances is authorized.

18. There are no restrictions against cadets, Cadet Instructors or CIs participating in non-DND small-bore activities if they are not attending as members of the CF or as representatives of the CCO. Use of DND rifles and ammunition under these circumstances is prohibited.

19. All other technical regulations referring to small-bore rifle firing and small-bore ranges outlined in this CATO must be adhered to at all times.

Large-Bore Firing

20. Annex A describes the use of the C7/8 rifle within the CCO.

21. Only Army Cadets attending the Army Cadet Leader Marksman (ACLM) Course, Fullbore Marksman Phase I (FM1) Course, Army Cadet Leader Instructor Marksman (ACLIM) Course, Fullbore Marksman Phase II (FMII) or the National Rifle Team (NRT) are authorized to fire C11 and C12A1 large-bore rifles in the prone position only as per the training outlined in approved course training documents.

22. Only Cadet Instructors and Staff Cadets hired in support of the ACLM Course, FM1 Course, ACLIM Course, FMII Course or the NRT are authorized to fire C11 and C12A1 large-bore rifles in the prone position only.

23. Army Cadets and Cadet Instructors may be authorized by D Cdts & JCR to participate in non-DND large-bore activities such as training clinics or competitions.  C11 or C12A1 rifle as well as DND approved ammunition shall be used.

24. Cadet Instructors who are members of the Conseil international du sport militaire (CISM) Rifle Team are authorized to fire large-bore rifles in the prone, standing and kneeling positions. They may fire any type of large-bore rifle as approved by the CF.

25. There are no restrictions against cadets, Cadet Instructors or CIs participating in non-DND large-bore activities if they are not attending as members of the CF or as representatives of the CCO. Use of DND resources under these circumstances is prohibited.

26. All other technical regulations referring to large-bore rifle firing and large-bore ranges outlined in this CATO must be adhered to at all times.

Use Of Shotguns

27. Use of shotguns by cadets is prohibited.

28. Use of shotguns for recreational or marksmanship training by Cadet Instructors is prohibited unless specifically approved by the RCSU CO.

29. Shotguns may be used as means of predator (animal) control during cadet activities held in wildlife territory as directed by the RCSU CO. To use these shotguns, cadet instructor shall be qualified to the minimum CF standard or have attended civilian courses that are recognized by the CF through a PLA.

Use of Pistols

30. Use of pistols by cadets is prohibited.

31. Use of pistols by Cadet Instructors is prohibited unless approved by the RCSU CO.

Use of Other CF Weapons

32. Cadets may receive limited familiarization training on CF firearms and weapons when it is in keeping with the aims of the CCO specifically: to stimulate an interest of youth in the sea, land and air activities of the Canadian Forces. However, firing (dry or live) of other CF firearms or weapons by cadets is prohibited.

33. Annex B lists the authorized rifles within the CCO and the rules for storage, for transport and for the use of simulators.

34. Annex C describes the conduct and operation of ranges.

35. Annex D provides directions with regards to ammunition.

Aural and Optical Protection

36. The wearing of hearing protection – ear defenders - is mandatory when firing large-bore and/or small-bore rifles except during biathlon training/competition. The wearing of hearing protection is recommended when firing air rifles.

37. The wearing of safety glasses or shatterproof eyeglasses is mandatory when firing air rifles except during biathlon training/competition.
