Cadets and Junior Canadian Rangers Group Order (CJCR Gp O)
1. Identification

- Application: This order applies to members of the Canadian Armed Forces and is a directive that applies to Civilian Instructors, CJCR Gp volunteers, employees of the Department of National Defence employed within the Cadet and Junior Canadian Rangers Group, and cadets registered in the Cadet Program.

3. Definitions
- CJCR Gp Volunteer.
- See QR (Cadets), section 1.02. Supplemented by the following: the term CJCR Gp volunteer applies to a CAF member when not on paid duty, or a CI when not on paid service; a CJCR Gp volunteer is authorized by a corps/squadron, CTC or RCSU CO; and a CJCR Gp volunteer is screened by CJCR Gp.
- Conduct Deficiency.
- Conduct of an individual that does not meet an established standard of behaviour in a regulation, code of conduct, policy, order, instruction or directive applicable to that individual.
- Hateful Conduct.
- An act or conduct, including the display or communication of words, symbols or images, by an individual, that they knew or ought reasonably to have known would constitute, encourage, justify or promote violence or hatred against a person or persons of an identifiable group, based on their national or ethnic origin, race, colour, religion, age, sex, sexual orientation, gender identity or expression, marital status, family status, genetic characteristics or disability.
- Performance Deficiency.
- Performance of an individual that does not meet an established standard expected of the individual to execute their duties, tasks or responsibilities.
4. Policy
Context
- 4.1 Individuals have a responsibility to behave and perform in ways that support a healthy and positive culture within the Cadet Program. Individually, CAF members, CIs, CJCR Gp volunteers, and cadets are responsible for their conduct and performance.
- 4.2 To maintain a healthy and positive culture within the Cadet Program, individuals are expected to:
- meet established standards of conduct outlined in applicable regulations, codes of conduct, policies, orders, and directives;
- meet established standards of performance in the execution of their duties, tasks, and responsibilities; and
- respect the dignity of and value all persons and treat people with respect and fairness, in accordance with the Canadian Human Rights Act.
- 4.3 When an individual fails to meet these established standards, corrective action will be taken to address the deficiencies. The nature and severity of the actions and consequences resulting from non-compliance should be commensurate with the circumstances of the non-compliance and any other relevant circumstances. Corrective actions should be used:
- to correct inappropriate conduct and performance that have a harmful and negative impact on others, are counter to social norms and that do not support a healthy culture within the Cadet Program;
- as a learning tool to assist individuals in meeting conduct and performance expectations;
- to maintain safety; and
- to maintain order and morale.
Policy
- 4.4 Individuals will be held accountable for any failure to meet established standards for conduct and performance, resulting from factors within their control.
- 4.5 Careful consideration must be taken when deciding corrective action. Factors outside of an individual’s control, such as a lack of understanding, insufficient or incomplete training resulting in lack of required knowledge or skills or other contributing factors will be considered when selecting appropriate courses of action.
- 4.6 Any suspected or alleged illegal conduct will immediately be reported by the corps/squadron CO, activity Officer In Charge, or CTC CO to the military or civilian police as well as the chain of command in accordance with CJCR Gp O 2008-3, Issues and Crisis Management.
5. Requirements
- 5.1 The chain of command must ensure that all cadets and adult staff are made aware of this order. If the chain of command suspects that a conduct or performance deficiency has occurred, resulting from factors within the individual’s control, appropriate action must be taken.
- 5.2 Depending on the circumstances, appropriate action may involve administrative actions or corrective measures, or both.
- 5.3 The CJCR Gp must provide education and counselling, as appropriate, to assist individuals to prevent, correct or subsequently overcome conduct or performance deficiencies.
CAF members
- 5.4 The chain of command will take appropriate action if a CAF member demonstrates conduct or performance deficiencies in accordance with DAOD 5019-0, Conduct and Performance Deficiencies and CJCR Gp O 5019-6, Codes of Conduct.
Civilian Instructors
- 5.5 The chain of command will take appropriate action if a CI demonstrates conduct or performance deficiencies in accordance with CJCR Gp O 5530-1, Civilian Instructor Management and CJCR Gp O 5019-6, Codes of Conduct.
CJCR Gp Volunteers
- 5.6 The chain of command will take appropriate action if a CJCR Gp Volunteer demonstrates conduct or performance deficiencies in accordance with CATO 23-07, Civilian Volunteers in Support of Authorized Cadet Activities and CJCR Gp O 5019-6, Codes of Conduct.
Cadets
- 5.7 The chain of command will take appropriate action if a cadet demonstrates conduct or performance deficiencies in accordance with CJCR Gp O 5019-3, Conduct and Performance Interventions - Cadets and CJCR Gp Instruction 50-55, Conduct and Performance Intervention Procedures – Cadets and CJCR Gp O 5019-6, Codes of Conduct.
6. Publication
Frequency of Publication
- 6.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.

- 6.2 Users of CJCR Gp Os are encouraged to identify any errors, omissions, or suggested orders to the attention of CJCRPol-PolCRJC@forces.gc.ca.
