3. Definitions
- Assigned Officer.
- An assigned officer is a CAF member or CI who is appointed to gather information with respect to a suspected conduct or performance deficiency and has no direct or indirect involvement in the conduct or performance deficiency.
- Initiating Authority.
- The IA is a CAF member or CI who is responsible for selecting the most appropriate CPI, initiating and administering the CPI, and delivering, or causes to be delivered, the appropriate forms supporting the CPI.
- Minor.
- A minor is a cadet who has not reached the age of majority in their province or territory.
- Staff Cadets.
- See QR (Cadets) article 1.02 - Definitions.
- Supervisor.
- A member of the CAF assigned a supervisory role in accordance with orders issued by the Chief of the Defence Staff, in particular a COATS member when on paid duty; or a CI when receiving pay.
4. General Principles
- 4.1 All cadets are responsible for meeting standards of conduct and performance. If a cadet has demonstrated a conduct or performance deficiency, an appropriate CPI may be initiated.
- 4.2 CPIs and the associated corrective actions are administrative actions taken to assist a cadet in overcoming a conduct or performance deficiency. Conduct and performance deficiencies are to be addressed using the most appropriate CPI and corrective actions. There is no set order in which corrective actions may be selected but corrective actions are administered on a progressive scale, meaning that the lowest appropriate corrective action for the deficiency will be initiated first.
- 4.3 A CPI will normally be issued for deficiencies which occur during a cadet activity. However, incidents can occur outside of the Cadet Program which may necessitate the issuing of a CPI. Instances which occur outside of the Cadet Program must be of a severe nature or related in some way to cadet activities to warrant a CPI being initiated.
- 4.4 There are situations when the termination of a cadet’s membership is the appropriate course of action to address a cadet’s conduct or performance deficiency. A cadet whose membership has been terminated due to a deficiency may not rejoin the Cadet Program. Termination of a cadet’s membership is not a CPI but an administrative action which may be authorized by the RCSU CO if:
- a CPI has been unsuccessful or breached; or
- a conduct or performance deficiency is serious enough to warrant such action.
Standard of Conduct
- 4.5 The standard of conduct for a cadet is based on established standards identified in CJCR Gp O 5019-6, Codes of Conduct, and applicable regulations, policies, directives, orders and instructions. Cadets are expected to meet these standards.
Standard of Performance
- 4.6 The standard of performance for a cadet is based on established standards applicable to the cadet’s current rank, experience and position or appointment. The standard of performance establishes the level of performance expected of a cadet in the execution of their duties, tasks and responsibilities.
- 4.7 The CPI process does not replace existing procedures, such as training counselling sessions or training review boards, for cadets undergoing training who fail to meet the qualification standard.
Procedural Fairness
- 4.8 Procedural fairness is the duty to act fairly and includes the following four principles:
- notice of the issue or issues involved;
- disclosure of the relevant information;
- an opportunity to make representations to an unbiased decision-maker; and
- reasons for the decision.
- 4.9 When a cadet is alleged to have acted inappropriately, the issue must be reviewed in a manner consistent with the principles of procedural fairness. Once a CPI has been initiated and administered for a conduct or performance deficiency, further action using the same CPI for the same deficiency is not normally permitted. A cadet must be given the opportunity to correct their conduct or performance and learn from their experience.
Illegal Conduct
- 4.10 Illegal conduct includes any offence under the Criminal Code or any other federal, provincial, or territorial statute, for example:
- assault;
- conduct deficiencies of a sexual nature;
- harassment of a sexual nature;
- crimes of a sexual nature;
- creation, possession or distribution of child pornography;
- theft;
- vandalism; or
- drug possession or trafficking.
- 4.11 Any suspected or alleged illegal conduct must be immediately reported by the corps/squadron CO, CTC CO, or the OIC for any other cadet activity, to the military or civilian police, as well as the chain of command in accordance with CJCR Gp O 2008-3, Issues and Crisis Management. A CPI may be administered following the police investigation if no charges have been laid, as the action or activity may still be considered a conduct or performance deficiency.
- 4.12 When a member of the chain of command becomes aware that a cadet is the subject of a court case or police investigation, and the safety and welfare of supervisors or other cadets may be at risk, the cadet must immediately be suspended from attending cadet activities pending the outcome of the court case or investigation. This includes a court case or investigation for conduct that occurred outside of the Cadet Program. This is a precautionary action until the court case or investigation is complete. Once the court case or police investigation is completed, the RCSU CO will determine the appropriate course of action regarding the cadet’s participation in activities.
5. Conduct and Performance Interventions
- 5.1 The purpose of a CPI is to make a cadet aware of any conduct or performance deficiency, and through appropriate corrective action, assist the cadet in overcoming the deficiency and provide the cadet with time and opportunities to correct their conduct or improve their performance. CPIs are not to be used as a means of retaliation against a cadet. CPIs and the associated corrective action should be supervised by the IA or their delegate, with regular progress meetings occurring between the cadet and the IA, to reinforce the desired conduct or performance.
- 5.2 All persons in a supervisory role must address all incidents of conduct and performance deficiencies. Often, a conduct or performance deficiency is a single incident which is minor in nature, and which can be easily addressed between the supervisor and cadet in a simple and timely manner. This CJCR Gp O is not intended to preclude supervisors from using verbal corrections to address minor incidents of conduct or performance deficiencies.
- 5.3 Although senior cadets and Staff Cadets are not authorized to issue a CPI, they may be included in the CPI process through the initial verbal correction of minor conduct or performance deficiencies. Additionally, senior cadets and Staff Cadets may make recommendations for a CPI to supervisors and, when appropriate, be engaged in the CPI process.
- 5.4 When administering a CPI or corrective action, a supervisor must not:
- ridicule or embarrass a cadet, even if done in a joking manner;
- make the cadet feel that they are being demeaned or belittled in front of their peers or subordinates;
- use threats; or
- use corporal punishment.
Types of Conduct and Performance Interventions
- 5.5 The intent of the CPI is to reinforce the conduct or performance expected of the cadet. CPIs, in increasing order of significance, are:

- 5.7 The CPIs indicated for each corrective action are recommendations only. Depending on the nature and severity of the deficiency, the IA may choose to use a corrective action with any CPI.
6. Involvement of Parents/Guardians
- 6.1 When a cadet is a minor, it is the responsibility of the IA to ensure that the cadet’s parents/guardians are informed of repeat incidents of the same deficiency or when the deficiency meets the requirements to issue an SIR. It is left to the discretion of the cadet to determine what level of detail they provide to their parents/guardians regarding the conduct or performance deficiency.
- 6.2 When a cadet is not a minor, it is left to the discretion of the cadet to inform their parents/guardians that a conduct or performance deficiency has occurred.
- 6.3 The cadet must be given the opportunity to have their parents/guardians or another trusted adult present for all discussions regarding a conduct or performance deficiency.
7. Disclosure of Relevant Information to a Cadet
- 7.1 All relevant information to be considered by an IA must be disclosed to a cadet.
- 7.2 The cadet must be given a reasonable opportunity to review the information provided and provide their statement regarding the incident in writing or in person to the IA.
- 7.3 The IA must consider the statement provided by the cadet when determining if a conduct or performance deficiency has occurred, and that a CPI is appropriate and the type of corrective action to be administered.
- 7.4 The cadet must be provided the opportunity to have assistance in preparing their statement. If the cadet requests assistance, the IA must make every effort to ensure the cadet has adequate assistance. Individuals assisting the cadet may only provide advice as to the method of preparing the statement and interpretations of applicable policies.
8. Factors in Selecting a Conduct and Performance Intervention
- 8.1 The IA should consider the following factors before selecting a CPI and corrective action:
- the facts of the situation, including the significance and impact of the deficiency;
- the cadet’s experience, training, cadet rank and position of trust held by the cadet;
- any conduct or performance assessment, evaluation or constructive feedback previously received by the cadet in respect of the deficiency;
- any previous deficiency substantially related to the current deficiency of the cadet and the amount of time that has elapsed between the two;
- whether the conduct or performance deficiency involved any physical harm or potential physical harm to another individual;
- whether the conduct or performance deficiency involved any damage to property;
- the nature of the relationship between the individuals involved;
- the extent to which the conduct or performance deficiency was intentional;
- whether the cadet has admitted responsibility and expressed a willingness to correct their conduct or performance; and
- the degree of provocation and any other mitigating circumstances.

9. Official Language
- 9.1 All documentation pertaining to a CPI, including their delivery and the relevant briefings, must be in the cadet’s official language of choice.
10. Review Process
- 10.1 The cadet may request, in writing, a review of the initiation of a CPI by the Area OC or the IA’s supervisor.
11. Documentation
- 11.1 A cadet’s personnel file must accurately reflect a complete history of the cadet’s conduct and performance. All CPIs must be recorded on DND 4415, Sea, Army, and Air Cadet Conduct and Performance Interventionsform, and verbal warnings are to be recorded in the supervisor’s notes and on the DND 4836, Cadet Interview Sheet. The DND 4415, Sea, Army, and Air Cadet Conduct and Performance Interventionsand DND 4836, Cadet Interview Sheet will be placed permanently in the cadet’s personnel file.
- 11.2 The DND 4415, Sea, Army, and Air Cadet Conduct and Performance Interventionsform, is Protected A and therefore must be stored accordingly. If a corps/squadron is unable to store completed forms locally, they will forward them to their RCSU for storage. In this case, the corps/squadron will include a brief statement in the cadet’s personnel file indicating that a DND 4415, Sea, Army, and Air Cadet Conduct and Performance Interventionshas been submitted to the RCSU for storage.
12. Publication
Frequency of Publication
- 12.1 A periodic review of CJCR Gp Os will be initiated every three years, or more frequently if necessary.
