3. Definitions

Assigned Officer.
An assigned officer is a CAF member or CI who is appointed to gather information with respect to a suspected conduct or performance deficiency and has no direct or indirect involvement in the conduct or performance deficiency.
Initiating Authority.
The IA is a CAF member or CI who is responsible for selecting the most appropriate CPI, initiating and administering the CPI, and delivering, or causes to be delivered, the appropriate forms supporting the CPI.
Minor.
A minor is a cadet who has not reached the age of majority in their province or territory.
Staff Cadets.
See QR (Cadets) article 1.02 - Definitions.
Supervisor.
A member of the CAF assigned a supervisory role in accordance with orders issued by the Chief of the Defence Staff, in particular a COATS member when on paid duty; or a CI when receiving pay.

Potential Corrective Actions Description Recommended for use with the following CPI:

  • May include a research assignment resulting in an essay, briefing note, etc.
  • May include the requirement to complete re-training on a specific topic.
IC or RW
removal of position or leadership appointment
  • May be used if a cadet assigned to a position or leadership appointment at the corps/squadron, during a directed activity, or at a CTC, demonstrates inappropriate conduct or performance, or the cadet breaches the Cadet Code of Conduct, or an applicable regulation, policy, directive, order or instruction.
  • Once the cadet has corrected the deficiency, the cadet should be reinstated in the position if possible and practical.
RW or C&F
reduction in cadet rank
  • May be used only when other corrective action lower in significance have failed or when a cadet’s conduct or performance deficiency is very serious.
  • May only be a reduction of one cadet rank.
  • Will result in a reduction in pay for a staff cadet at a CTC.
C&F
RTU
  • May be used to remove a cadet from an activity, often resulting in an associated training failure or incomplete on a course or activity.
  • May occur during a corps/squadron activity, a directed activity, or CTC.
  • Instructions for the RTU process are contained in CATO 13-26, Return to Units - Cadets.
C&F
Suspension of membership
  • Should have a period of suspension proportional to the conduct or performance deficiency.
  • Requires that the cadet be advised that further conduct or performance deficiencies following the suspension will likely result in termination of their membership in the Sea, Army or Air Cadet Program.
  • May be used in response to actions taken outside of the Cadet Program.
