Medical Care for Cadets and Junior Canadian Rangers

Health and Dental Care

JCRs/cadets who become ill or injured during authorized CCO Activities (Cadet Activity) are eligible for certain health and dental care entitlements.

These entitlements can be found in the Queen's Regulations and Orders for the Canadian Cadet Organizations (QR Cadets) at Chapter 6.12 and Chapter 6.21. This policy indicates that a JCR/cadet performing cadet duty is entitled to the same medical care as a member of the Reserve Force who is performing Class “A” Reserve Service or Class “B” Reserve in accordance with orders and instructions issued by the Chief of the Defence Staff.

When injured due to participation in authorized activities, JCRs/cadets will access health and dental care services through their respective provincial or territorial systems. Health and dental care requirements beyond that provided at no charge by the provincial or territorial dental services will be covered by Canadian Forces Health Services and/or CJCR Accidental Death and Dismemberment (AD&D) Insurance.

Regardless of the type of injury incurred, if the injury occurs during a Cadet activity, it is imperative that both the extent of the injury and the circumstances leading to the injury are documented. Use form DND 2299 (available on the Defence Forms Catalogue you are now leaving Canada.ca, link only accessible through CCO Net and DWAN) to document the injury.

If a JCR/Cadet becomes injured or ill during a Cadet Activity, CJCR Gp will endeavour to provide on-site care. However, should the injury or illness impact the individual’s ability to continue to participate safely in the cadet activity, they will be returned home.

Out of Country Coverage

International Cadet Activities, including exchange programs with foreign cadet and youth organizations, may be programmed for JCRs/cadets. Blue Cross Travel insurance for foreign emergency medical care and dental coverage will be provided to all JCRs/cadets participating in International Cadet Activities.

Entitlements

Below is a guide on health services available to JCRs/cadets suffering from an illness or injury (including dental) resulting from participation in a Cadet Activity. JCRs/cadets should review entitlements and the process with parents, guardians, and their Patrol leader or the corps/squadron Commanding Officer.

CJCR Gp Accidental Death and Dismemberment (AD&D)

AD&D Insurance coverage for cadets and JCRs is available through CJCR Gp.

JCR/cadet eligibility for AD&D Insurance benefits is dependent on the injury or illness being attributed to a Cadet Activity.

Government Employees Compensation Act (GECA)

As temporary or casual DND employees, Staff Cadets as defined in Section 7.15 QR (Cadets) are entitled to workers’ compensation by way of the Government Employees Compensation Act (GECA). Staff Cadets are also entitled to Canadian Forces Health Care pursuant to section 6.12 and 6.21 of QR (Cadets). Staff Cadets are not eligible for coverage under CJCR Gp AD&D Insurance.

Questions and Answers on Insurance Coverage

  1. What is considered an “Authorized Cadet Activity”?
    1. An Authorized Cadet Activity is any activity approved through the cadet chain of command, including travel to and from the activity location. This includes corps/squadron/patrol events, regional training, and Cadet Training Centre (CTC) programs.
  2. Why does CJCR Gp provide insurance for Cadets, Junior Canadian Rangers and CJCR Gp Volunteers?
    1. CJCR Gp offers Accidental Death and Dismemberment (AD&D) and General Liability Insurance to ensure comprehensive protection during authorized cadet activities.
    2. AD&D Insurance is provided to cadets, JCRs, and CJCR Gp Volunteers in the unlikely event of death or serious injury during an authorized activity. This insurance acts as a supplement to provincial/territorial health plans and any private or family insurance. It only covers expenses not already covered by those other sources; and
    3. General Liability Insurance protects cadets and CJCR Gp Volunteers from financial loss if they are found legally responsible for causing injury, property damage, or other harm to a third party during an authorized activity. This includes legal costs and damage.
  3. I thought the Cadet Leagues provided insurance – why did that change?
    1. Previously, the Cadet Leagues were responsible for providing AD&D insurance coverage for cadets and League volunteers. While the Leagues continue to provide AD&D coverage for League volunteers, CJCR Gp elected—after consultation with the Cadet Leagues—to procure and manage the insurance directly for all its own personnel including cadets.  This change is to standardize the coverage and streamline the claims process across all regions and programs,
    2. This change ensures:
      1. Consistent coverage for all cadets, JCRs, and CJCR Volunteers;
      2. A centralized process for claims and support; and
      3. Better alignment with the policies and procedures of the Canadian Armed Forces.
  4. If CJCR Gp now provides insurance, does that mean the Cadet Leagues no longer provide any?
    1. No. While CJCR Gp now manages insurance coverage for cadets, Junior Canadian Rangers, and CJCR Gp Volunteers during authorized activities, the Three Cadet Leagues—the Army Cadet League of Canada, the Air Cadet League of Canada, and the Navy League of Canada—are independent non-profit organizations. They continue to maintain their own insurance policies to cover:
      1. League volunteers and employees
      2. League-owned automobiles and equipment
      3. Facilities and property owned, leased or rented by the Cadet League and is used in support of the Cadet Program
    2. This ensures that both operational and organizational needs are fully protected.
  5. Are Staff Cadets employed at a Cadet Training Centre covered under this CJCR Gp insurance?
    1. No. Staff Cadets are considered temporary DND employees and are covered under the Government Employees Compensation Act (GECA) and Canadian Forces Health Care, but not under CJCR Gp AD&D Insurance.
  6. Are Canadian Armed Forces (CAF) members covered under CJCR Gp insurance?
    1. Not typically. CAF members are not covered under CJCR Gp Accidental Death and Dismemberment (AD&D) or General Liability Insurance when they are on paid service. Instead, they are covered by the Canadian Forces Health Services and other entitlements provided through their military service.
    2. However, there is an important exception:
      1. A CAF member who is volunteering with the Cadet Program and not on paid service may be considered a CJCR Gp Volunteer. In this case, if they are screened and authorized by a corps/squadron, Cadet Training Centre (CTC), or Regional Cadet Support Unit (RCSU), they may be eligible for CJCR Gp insurance coverage
      2. Coverage depends on the CAF member’s role and duty status at the time of the incident.
  7. What is the difference between a CJCR Gp Volunteer and a Cadet League Volunteer?
    1. CJCR Gp Volunteer:
      1. A CJCR Gp Volunteer is an individual who is screened and authorized by the Cadets and Junior Canadian Rangers (CJCR) Group to support authorized cadet activities under the supervision of an on-duty CAF member.
      2. These volunteers are covered under CJCR Gp insurance policies (AD&D and General Liability) when participating in official cadet events.
      3. They may include parents, guardians, or community members who assist with supervision, instruction, or logistics during cadet activities.
      4. Their role is governed by CJCR policies, and they must complete the CJCR volunteer screening process.
    2. Cadet League Volunteer:
      1. A Cadet League Volunteer is affiliated with one of the Three Cadet Leagues (Army, Air, or Navy League of Canada) as defined by the League’s Membership policy.
      2. They support the League’s operations, such as the provisions of facilities where required, fundraising, administration, and managing League-owned facilities or equipment.
      3. These volunteers are not covered under CJCR Gp insurance and must be insured through the Cadet League’s own insurance policies.
      4. Their activities are external to CJCR-authorized cadet training and are governed by the policies of their respective League.
