Targeted consultation: Probe on unpaid work in the airline sector

This consultation ran from August 18, 2025, to October 17, 2025. Only organizations invited by Employment and Social Development Canada (ESDC) could participate.
The Government of Canada launched a probe on allegations regarding unpaid work and unfair work conditions in the airline sector. Feedback received on discussion guide questions and during virtual roundtables will be analyzed and help determine appropriate action.
Who was the focus of this consultation
The Government of Canada engaged with targeted stakeholders in the airline sector, including:
- unions that have negotiated collective agreements covering flight attendants
- employers and employer associations with links to the airline sector
Key questions for discussion
Participants were encouraged to share their views on whether flight attendants are paid in a manner that, at minimum, meets the requirements of the Canada Labour Code. Ideas and input were sought on:
- the airline sector and flight attendants
- hours of work
- minimum wage and rate of pay
What we heard
The input gathered through this process will be summarized in a "What We Heard" report that will be published online at a later date.
