Purpose

This notice is a reminder that the Canada Disability Savings Program (CDSP) system release Version 2.3 which incorporates carry forward functionality introduced in Budget 2010 will be implemented as of January 3, 2012.

Objective of the CDSP System Release

Commencing with the submission of January production files, Issuers/Authorized Agents will have the ability (after successfully passing Industry Testing) to add, update or revoke consent information required by the Canada Revenue Agency (CRA) with respect to the Beneficiary by submitting either a RT 202-01 (Add Consent) and/or a RT 202-02 (Revoke Consent) transaction.

Additionally, the CDSP system will process a one-time readjudication which will:

  1. Re-submit consent for the beneficiary from all valid transactions to CRA (i.e. PCG and holder in contract registration request, add holder, update holder, contribution, contribution correction, bond request, rollover) received since December 2008 to obtain DTC, residency and income for all dates needed for registration as well as Grant and Bond processing.
  2. Reprocess all successful Grant and Bond requests submitted in 2011 and disburse any qualifying carry forward entitlements.

Note: The results of the one-time readjudication could significantly increase the volume of data in the incoming Record Type (RT) 901 – Transaction Processing Report for the January production run.

Changes impacting Issuer inbound files

In order to receive inbound (CDSP outbound) files generated by the January release, Issuers/Authorized Agents must ensure that the following changes can be accepted into their system as outlined in version 2.3 of the Interface Transaction Standards:

  1. The new version number (2.3) which is sent by the CDSP system in the RT 001 – Header Record of all files. ( ITS - Section 6.1).

  2. The new transaction origin 14 – Readjudication due to New Consent which is sent by the CDSP system in the RT 901 – Transaction Processing Report ( ITS – Section 8).

  3. The new refusal reasons which are also sent in the RT 901 – Transaction Processing Report ( ITS – Appendix A – Section 13.3).
