Thank you for your interest in the National Advisory Council on Poverty. The call for applications was open from December 18, 2018, to January 29, 2019 (23:59 PST).  Applications are currently being assessed and applicants will all be notified of the results in 2019.

Step 2. Eligibility details

In your application, please confirm that you meet the following requirements:

  • You are at least 18 years of age.
  • You are available for approximately 15 to 20 days of remunerated work per year for a period of at least two years for part-time members (General Members or members living in poverty or with lived experience of poverty).
  • You are available for a period of at least two years for full-time members (Chairperson or member with particular responsibilities for children’s issues).
  • You are willing and able to travel across Canada.
  • You are a Canadian citizen or permanent resident or protected person within the meaning of the Immigration and Refugee Protection Act.

A pool of qualified candidates may be established.

Official languages and diversity

The Minister of Families, Children and Social Development is committed to establishing a National Advisory Council on Poverty that will be representative of Canada’s social and geographic diversity, including gender, Indigenous peoples, visible minorities, regions and official languages, and will consider diversity in assessing candidates.

Preference may be given to candidates who are members of one or more of the following Employment Equity groups: women, Indigenous peoples, persons with disabilities, and visible minorities. People living in poverty or with lived experience of poverty and having been in receipt of government or private programs and services that help to reduce poverty (such as food banks, shelters, social assistance or welfare, disability benefits) are highly encouraged to submit their applications.

Merit criteria

General selection criteria for streams 1, 2 and 3:

To be considered for this position, please provide examples that clearly demonstrate how you meet the following requirements in your application.

  • Experience in a field related to poverty reduction.
  • Ability to establish and maintain productive and collaborative relationships with diverse groups and work as part of a multidisciplinary team.
  • Knowledge of government or non-government programs and services that help to reduce poverty and of issues related to groups more likely to be living in poverty.
  • Ability to undertake public engagement with various groups, including the academic community and other experts, Indigenous peoples and persons living in poverty or with lived experience of poverty.

Stream-specific selection criteria:

In addition to the general selection criteria above, to be considered for a position, please provide examples that clearly demonstrate how you meet the following requirements in your application.

Stream 1 – Chairperson
  • A university degree or college diploma
  • Experience facilitating public meetings or panel discussions, leading a multidisciplinary team, or chairing a board or committee.
  • Proficiency in both official languages.
Stream 2 – Member with particular responsibilities for children’s issues

In addition to the general selection criteria above, to be considered for a position, please provide examples that clearly demonstrate how you meet the following requirements in your application.

  • A university degree or college diploma
  • Extensive* experience in a field related to child poverty or children’s well-being. 
  • Knowledge of issues related to children more likely to be living in poverty or vulnerable situations.
  • Proficiency in both official languages.

*Extensive is defined as the depth and breadth of experience normally associated with having performed these activities over a combined period of at least three (3) years.

Stream 3– General members

In addition to the general selection criteria above, to be considered for a position, please provide examples that clearly demonstrate how you meet the following requirements in your application.

  • Experience working as a service provider; for organizations that support vulnerable populations; or as an advocate, academic or other expert on poverty issues.
  • Proficiency in English or French is required.
  • A university degree or college diploma would be considered an asset.

Applicants to streams 1, 2 and 3 should note that if you move on to the next stage of the selection process, we will contact your references to verify how you have demonstrated the Experience requirements and the following Personal Attributes in your current and recently held positions:

  • Excellent communication skills
  • High ethical standards and judgment
  • Analytical skills

Selection Criteria for stream 4:

Stream 4 – Members living in poverty or with lived experience of poverty
  • Experience living or having lived in poverty for at least three of the past 10 years and used programs or services to help reduce poverty. Examples might include food banks, shelters, social assistance or welfare, and disability benefits.
  • Ability to participate in discussions, including by sharing ideas or opinions and listening to others.
  • Knowledge of French or English
