4. Recruitment and advertisement

Employers must conduct recruitment efforts to hire Canadians and permanent residents before offering a job to foreign workers.

Employers offering a wage to a temporary foreign worker that is:

• below the provincial or territorial wage threshold must meet the advertisement and recruitment requirements of the stream for low-wage positions
• at or above the provincial or territorial wage threshold must meet the advertisement and recruitment requirements of the stream for high-wage positions
