Use your Grants and Contributions Online Services (GCOS) account to apply.
If you do not have a GCOS account, you are strongly encouraged to create one as soon as possible. You can apply for funding as soon as you create a GCOS profile. Please note that after you have submitted your application, you need to finalize your GCOS account in order to become a fully registered user.
- The questions in the online form are not numbered but they are in the same order as the questions in the Prepare to apply section
- You will be asked to upload some of your supporting documents, including the Budget Detail Template into the GCOS application

What is the Grants and Contributions Online Service (GCOS)?
The Grants and Contributions Online Services is an online platform where users can create an account for their organization. This allows users to submit funding applications online to Employment and Social Development Canada (ESDC). Once you create your account it allows you to:
- track the status of your application
- sign an agreement if your application is approved for funding
- manage active projects
- submit documents; and
- review past projects submitted through your GCOS account

Note: You must submit a complete application package by 3:00 p.m. Eastern Daylight Time (EDT) on October 8, 2026. If you are in the process of completing the application after this time, it will not be accepted as the GCOS is scheduled to disallow applications after 3:00 p.m. EDT.
If you are unable to apply through the GCOS, please contact EDSC.ACCOMPAGNEMENT.PH-DISABILITY.NAVIGATION.ESDC@servicecanada.gc.ca. In your email, be sure to clearly explain why you are unable to apply through GCOS. You must do so by October 1, 2026, 3:00 p.m. EDT.
Confirmation of receipt
Once you submit your application through GCOS, you will receive an acknowledgment immediately and a tracking number.
Submit one application only
Submit only 1 copy of your application to us. We will only review the last application received before the deadline. Submitting multiple copies of the same application or submitting the same application by using various methods will cause longer processing times for your application.
When you'll get a funding decision
We expect to make funding decisions in March 2027.
Projects may not begin before a funding agreement has been signed by your organization and the Department. We will not reimburse any expenses for activities that take place before we sign the Funding Agreement.
If you apply through GCOS, you will be able to track the status of your application throughout the process.
Not all submitted applications will be selected for funding, as funding is limited. Please note that decisions are final and there is no appeal process.
