Environment and Climate Change Canada 2020 to 2021 fees report
Minister’s message
On behalf of Environment and Climate Change Canada, I am pleased to present our report on fees for 2020–21.
The Service Fees Act provides a modern legislative framework that enables cost-effective delivery of services and, through better reporting to Parliament, improves transparency and oversight.
Last year’s report provided details on each fee, such as the type and rate of adjustment, the service standard and the performance result. This information provided additional context on each fee, in the spirit of open and transparent fee management.
This year’s report once again includes factors or events that affected the information in the report, anticipated changes relating to fees, instances when the Department applied section 17 of the Service Fees Act, and how many of its fees are subject to the Low-Materiality Fees Regulations.
I welcome the increased transparency and oversight that the Service Fees Act’s reporting regime embodies. I will continue to lead my department’s transition to the reporting regime provided under the Service Fees Act.
About this report
This report, which is tabled under section 20 of the Service Fees Act, including the Low‑Materiality Fees Regulations and subsection 4.2.8 of the Directive on Charging and Special Financial Authorities, contains information about the fees that Environment and Climate Change Canada had the authority to set in 2020–21.Footnote 1
Government of Canada departments may set fees for services, licences, permits, products, the use of facilities, for other authorizations of rights or privileges, or to recover, in whole or in part, costs incurred in relation to a regulatory scheme.
For reporting purposes, fees must be categorized under the following three fee-setting mechanisms:
- Act, regulation or fees notice
- An act of Parliament delegates the fee-setting authority to a department, minister or Governor in Council.
- Contract
- Ministers have the authority to enter into contracts, which are usually negotiated between the minister and an individual or organization, and which cover fees and other terms and conditions. In some cases, that authority may also be provided by an act of Parliament.
- Market rate or auction
- The authority to set these fees is pursuant to an act of Parliament or regulation, and the minister, department or Governor in Council has no control over the fee amount.
This report contains information about all fees that are under Environment and Climate Change Canada’s authority.
The information covers fees subject to the Service Fees Act.
For fees set by contract, fees set by market-rate, auction or both, the report provides totals only. For fees set by act, regulation or fees notice, it provides totals for fee groupings, as well as detailed information for each fee.
Although the fees that Environment and Climate Change Canada charges under the Access to Information Act were subject to the Service Fees Act, they are not included in this report. Remissions
This report does not include remissions issued under the authority of the Service Fees Act, since this requirement took effect on April 1, 2021. Remissions issued under the Service Fees Act will be reported for the first time, as applicable, in the 2021–22 Fees Report, which will be published in 2022–23.
The Service Fees Act requires departments to remit a fee, in part or in full, to a fee payer when a service standard is deemed not met. Under the Service Fees Act and the Directive on Charging and Special Financial Authorities, departments had to develop policies and procedures for determining:
- whether a service standard has been met
- how much of a fee will be remitted to a fee payer if a service standard is deemed not met
Environment and Climate Change Canada’s remission policy and procedures was made available to the public on April 1, 2021, and can be found on the following web page: Departmental Remissions Policy for Service Fees.
No other remissions related to fees were issued by Environment and Climate Change Canada since it did not have or seek other authorities to remit.

The following service standard is not subject to remissions pursuant to the Service Fees Act: requests for a Hunting Permit Registration in the Cap Tourmente National Wildlife Area for the controlled fall hunt for greater snow goose are issued through a lottery system for which the following service standards apply:
- Hunters will be informed if they have been selected to take place in the controlled fall hunt for Greater Snow Goose by May 31st.
- If selected to take part in the hunt, hunters will receive their confirmation of their permit dates by email by no later than July 31st.
- The public has access to high-quality controlled hunting activities, including hunting site preparation, decoys, training sessions supervised by qualified staff, and safe facilities. To access the activities, Canadian residents must pay a non-refundable application fee. If they are chosen by lot, they are issued a non-refundable hunting permit.

Service standard
The following service standards apply:
- For the Disposal at Sea Permit Fee payments, Environment and Climate Change Canada will issue the permit holder or applicant an acknowledgment of receipt within 10 business days of receipt of that payment.
- For refunds associated with the Disposal at Sea permit fee, Environment and Climate Change Canada will confirm the amount of the refund to be expected within 15 business days of receiving a complete request for a refund.
The permit holder has access to a permitted site and the ability to dispose of 1,000 cubic meters of dredged or excavated material for each $489.95 paid. Refunds are issued for units that are not disposed.
Performance result
The first Service Standard was met in 86% of 85 cases. Note that payments transferred between Federal departments are acknowledged automatically by the financial system and are included in these statistics. The second Service Standard was met in 81% of 32 cases.

The department was not able to capture the revenue at the fee level; however, it was able to track revenue at the fee-grouping level for which the total was $702.93. In 2020-21, Montreal Biosphere was closed due to Covid-19 pandemic. The total revenue is related to the prior fiscal year.
