Halocarbons: pollution prevention planning notice
This notice applies to any owner or operator of a company that either:
- annually imports 100 kg or more of halocarbons for use as a refrigerant in non-domestic refrigeration or stationary air conditioning systems
- manufactures or reclaims halocarbons for use as a refrigerant in non-domestic refrigeration or stationary air conditioning systems

Deadlines
If you became subject to the notice when it was published on May 21, 2016, you must:
- prepare a pollution prevention plan by November 20, 2016, and submit a report (schedule 1) by December 20, 2016
- implement a pollution prevention plan by November 20, 2018, and submit a report (schedule 5) by December 20, 2018
If you became subject to the notice after May 21, 2016, you must:
- prepare a pollution prevention plan within 6 months from the date you became subject to the notice and then submit a report (schedule 1) within 30 days following the end of the 6-month period
- implement the pollution prevention plan within 30 months from the date you became subject to the notice and then submit a report (schedule 5) no later than 30 days following the end of the 30-month period
Time extension
A-Gas Canada was granted a time extension to implement their pollution prevention plan. The deadline was extended to July 31, 2022.
Reporting
You must complete and submit reports by December 20, 2018.
Performance results
As of May 1, 2019, 9 companies had implemented their pollution prevention plan and therefore the companies had met the risk management objective. They were also required to complete and submit a Declaration of preparation and Declaration of implementation between 2016 and 2018, in accordance with the P2 notice. A 10th company is currently implementing their P2 plan and their results will be included in the next performance report. Since 2016, this P2 notice has prevented the release of more than 585 tonnes of halocarbons into the environment. The P2 notice remains in effect for halocarbons and will apply to any new companies that undertake the activities captured by the P2 notice. For more information, see the performance report.
