Key changes to the pollution prevention planning notice

Environment and Climate Change Canada (ECCC) has considered all comments received. This resulted in a few modifications that are reflected in the final pollution prevention (P2) planning notice. These include changes in the dates to achieve the base level industrial emissions requirements (BLIERS) targets, to prepare and implement a P2 plan, and the reporting due dates. These changes gave companies the 3 years they need to implement the required changes to meet the BLIERs targets. This period of time is needed for industry to design, complete engineering calculations, access funding and install equipment.

Background

ECCC published a draft P2 planning notice describing the key elements to prepare and implement a P2 plan for stakeholder review on May 28, 2016. The 60-day comment period ended on July 27, 2016.

During the comment period, stakeholders submitted one set of written comments on the proposed notice. All comments have been considered in finalizing the notice.

The final notice was published on May 6, 2017.

The notice requires facilities to prepare and implement P2 plans including factors to consider in the risk management of nitrogen oxides (NOX), sulphur dioxide (SO2) and volatile organic compounds (VOCs).
