Advisory Council on the Implementation of National Pharmacare

The Advisory Council on the Implementation of National Pharmacare (the Council) was announced in Budget 2018. The Council is leading a national dialogue on how to implement affordable national pharmacare for Canadians and their families, employers and governments.

Dr. Eric Hoskins has been appointed as Chair of the Council and the members of the Council are Dr. Nadine Caron, Mr. Vincent Dumez, Ms. Mia Homsy (Vice-Chair), Ms. Camille Orridge, Ms. Diana Whalen and Mr. John Wright.

Advisory Council mandate

To develop its advice on national pharmacare implementation, the Council will:

  • conduct an economic and social assessment of domestic and international models
  • work closely with provincial, territorial and Indigenous leaders
  • consult with Canadians, as well as experts and stakeholders from relevant fields

The Council reports to the federal Minister of Health and the Minister of Finance. The Council's final report will be delivered in the spring of 2019 and will include options and recommendations as to what measures the federal government should take.

A discussion paper has been developed to help frame the Council’s work. The paper provides an overview of Canada’s current system of drug coverage and its challenges. It also identifies some key questions to help guide the Council’s dialogue with Canadians.
