Consultation on Cellulose (from powdered corn cobs) and its associated end-use products, Proposed Re-evaluation Decision PRVD2025-04

Health Canada is consulting Canadians on the proposal to continue registration of cellulose (from powdered corn cobs) and associated end-use products registered for sale and use in Canada, with proposed updates to risk mitigation measures on the label.

Cellulose (from powdered corn cobs), hereafter referred to as cellulose, is a rodenticide prepared from powdered corn cobs that interferes with the digestive system of rats and mice. There are currently six domestic class end-use products registered for the control of rats and mice indoors. Similarly, the commercial class end-use product is registered for indoor use in buildings, warehouses, barns, and empty feed storage areas. All end-use products are formulated as pellets (bulk pellets, pellets in pre-measured ready-to-use place packs, or pellets in pre-measured ready-to-use bait trays).

Products containing cellulose are lower risk alternatives to conventional rodenticides used indoors. They have low toxicity and have value in providing a pest management solution. Based on the current use pattern of cellulose, dietary exposure is not anticipated. The potential occupational, bystander, residential, and environmental risks are considered to be acceptable when products containing cellulose are used with label updates

Currently registered products containing cellulose can be found in Pesticide Product Information Database and in Appendix I of PRVD2025-04. The proposed label amendments including any revised/updated label statements and/or mitigation measures are summarized in Appendix II.

This consultation is open for comment from 3 March 2025 to 1 June 2025 (90 calendar days).

All comments received will be considered. A final re-evaluation decision will consider additional scientific information provided during the public comment period.
