Summary

The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and its regulations.

The purpose of this Cyclical Enforcement (CE) project was to verify industry's compliance of strollers with specific requirements of the Carriages and Strollers Regulations.

For this project, compliance of select strollers with the Carriages and Strollers Regulations was determined through a sampling and testing process by which Health Canada inspectors visited establishments and sampled relevant product. Compliance with the requirements of the Regulations was then verified through testing at the Product Safety Laboratory.

Prior to initiating this CE project, the CPSP carried out a market survey to identify stroller companies in Canada. Targets were then selected from that list of companies.

Over the course of the 2017-2018 fiscal year, mechanical and chemical testing of 30 different products was carried out.

The mechanical testing resulted in the following as the highest level of corrective actions: 1 section 32 Order to Take Measures-Stop Sale, 5 voluntary recalls, 6 stop distributions, and 6 commitments to correct or review future product. Pinching and shearing locations were identified on all products involved in this project. All the responsible establishments committed to review their products to consider appropriate measures to mitigate the hazard or provide evidence to Health Canada that appropriate measures had already been taken. Excluding actions requested for pinching and shearing, there were 12 instances where no further corrective actions were required.

The chemical testing resulted in 3 voluntary recalls and 27 instances where no corrective actions were required.
