While Canadian courts have established that individuals who have demonstrated a medical need for marijuana have a right to reasonable access to a legal supply, the Government of Canada believes that this must be done in a controlled fashion to protect public safety. The Government of Canada implemented the Marihuana for Medical Purposes Regulations (MMPR) in order to address the concerns Health Canada heard from law enforcement officials, fire departments, and municipal officials across the country.
The MMPR aim to treat dried marijuana as much as possible like other narcotics used for medical purposes by creating conditions for an industry that is responsible for its production and distribution. Licensed producers need to meet extensive security requirements and they must notify their local government, local police force, and local fire officials of their intention to apply to Health Canada, so that local authorities are aware of their proposed location and activities.
Health Canada conducts compliance and monitoring activities of regulated parties to ensure compliance under the Controlled Drugs and Substances Act (CDSA) and its regulations.

The licensed producers listed are approved to sell or provide marijuana for medical purposes to eligible members of the public.
Applying to Become a Licensed Producer
Under the Marihuana for Medical Purposes Regulations (MMPR), interested parties must apply to Health Canada to become a licensed producer.
The application review process is comprehensive and the results of the preliminary screening are typically communicated to applicants within 30 business days of receipt of their application. Timelines after screening can vary, in part as a result of the completeness and quality of the application, the readiness of the applicant, and the extensive security checks. Please note applications are processed in the order that they arrive in Health Canada's Office of Controlled Substances. To be considered, the application submission must be complete and include the Application Form as well as the Security Clearance forms.

Guidance, Directives, Policy and Information Bulletins
It is the responsibility of the applicant to understand the Marihuana for Medical Purposes Regulations (MMPR) and to be knowledgeable about their obligations.
Licensed producers must also consult the relevant sections of the Food and Drugs Act (FDA) and Narcotic Control Regulations (NCR) that apply to marijuana. Please refer to the MMPR for more information.
