International Experience Canada [R205(b)] (exemption code C21)

International Experience Canada (IEC) provides the opportunity to gain life-changing personal and professional experience by traveling and working abroad. Foreign nationals can participate in the program under three categories:
- Working Holiday
- Young Professionals
- International Co-op (Internship)
International Experience Canada program is a formally-recognized reciprocal program. R205(b) allows foreign workers to take up employment in Canada when Canadians have similar reciprocal opportunities abroad. Entry under reciprocal provisions should result in a neutral labour market impact.
The program delivery instructions (PDIs) listed below provide guidance to officers on the program eligibility requirements and work permit application process. The PDIs also provide information on the list of countries and territories that hold IEC bilateral agreements or arrangements with Immigration, Refugees and Citizenship Canada (IRCC) and the list of recognized organizations.
