Passport and travel document service fees have increased

As of March 31, 2026, most fees for passports and travel document services have increased. Learn how these changes may affect your application.

Refugee travel documents are issued to residents of Canada who are protected persons, including Convention refugees and persons in need of protection.

Certificates of identity are issued to permanent residents of Canada who are not protected persons and are stateless or cannot obtain a national passport or travel document from any other source.

These documents are only issued in Canada.

Once we start processing your application, we can’t refund your fees unless your application was processed outside our service standards.
