Extension of immigration measures for those affected by Russia’s invasion of Ukraine
We’re extending the Canada-Ukraine authorization for emergency travel (CUAET) and other related temporary measures. This includes extensions to
- apply for CUAET
- travel to Canada under the CUAET special measures
- access settlement services in Canada

We’re also extending the one-time financial assistance provided to eligible Ukrainians and their family members.
If you’re a Ukrainian national or a family member of a Ukrainian national, you can come to Canada under the Canada-Ukraine authorization for emergency travel (CUAET) for up to 3 years or until your passport expires. You can also apply for a study permit (if you need one) upon arrival in Canada. Your application will be prioritized, and you’ll be exempt from paying the study permit processing fee.

If you’re outside Canada and over 18
If you want to study in Canada, you need to apply for the CUAET and then apply for a study permit after you’re in Canada. Your study permit will be valid for the length of your studies.
Your application will be prioritized, and you won’t need to pay the study permit processing fee (CAN$150).
You’ll need to prove that you qualify for priority processing and the fee exemption. In the tuition payment section of your online application, you must select
- “other” in the expenses paid field and
- “Ukraine 2022” in the other description field
If you’re outside Canada and under 18
You can come to Canada to study for up to 3 years or until your passport expires, but depending on your situation, you may or may not need a study permit.
Your parents are workers
Primary or secondary school students
If you’re accompanying a parent or family member who holds an open work permit, or you are unaccompanied, you don’t need a study permit to study in Canada. You can start studying when you arrive.
If you want, you can still apply for a study permit.
Post-secondary school students
If you want to study at the post-secondary level, you can apply for a study permit at the port of entry when you arrive in Canada.
You won’t need to pay the study permit processing fee (CAN$150).
Your parents are visitors
If you’re a minor accompanying a family member and you want to study in Canada, you must apply for a study permit at the port of entry when you arrive in Canada.

If you’re inside Canada
If you apply for temporary residence from inside Canada, you may need to provide biometrics starting February 23, 2023. You won’t have to pay the biometrics fee if you’re in Canada.

You don’t already have a study permit
You can apply for an extension of your visitor status and for a study permit, if you’re inside Canada and you’re either
- Ukrainian or
- a family member of a Ukrainian
Your application will be prioritized, and you won’t need to pay the study permit processing fee (CAN$150).

You have a study permit that will expire soon
If you’re in Canada and you already have a study permit, you can apply to extend your study permit.
Your application will be prioritized, and you won’t need to pay the study permit processing fee (CAN $150).
