Review of Benefits available to CAF members and CAdets
PURPOSE
1. This briefing note is to inform you of information that my Office has collected on benefits for ill and injured Canadian Armed Forces members and benefits available for Cadets.
BACKGROUND
2. In response to my latest report on Cadets, you informed me that a review of benefits for CAF members and Cadets would be undertaken. My Office has completed preliminary work on available entitlements which may offer the baseline for a comprehensive review.
DISCUSSION / CONSIDERATIONS
3. The basis of the work gathered in Annex A was a document prepared by the Directorate of Casualty Support and Management: The Guide to Benefits, Programs, and Services for Serving and Former Canadian Armed Forces Members and their Families. My Office developed the Primary Reserve Force benefits table,1 validated in collaboration with DND/CAF policy holders and published on our website.
4. As set out in my latest report on Cadets, the benefits to which Cadets would be entitled if injured during Cadet activities are listed in three comparison tables inserted in Annex A: the Cadet League Insurance Comparison Table, the Amounts Comparison Table, and the Entitlements Comparison Table.
5. Our next phase of the work involves the validation of benefits for the remainder of: Canadian Rangers, Junior Canadian Rangers and the Supplementary Reserve. This is being done in partnership with Directorate of Casualty Support Management as part of the project for the CAF Benefits Web Portal.

Member participated in the Reserve Force Plan with two or more years of pensionable service, survivor may receive
■an annual allowance equal to 1% of the greater of the member's total pensionable earnings and his/her total updated pensionable earnings. This amount, known as the basic allowance, is equivalent to 66 ⅔ % of the lifetime portion of the pension entitlement the member has earned. ■Benefits may also be payable to children and will depend on the number of children who qualify for an allowance and the presence of a surviving spouse. ■If there is no surviving spouse or child to whom an annual allowance may be payable, a benefit equal to five times the annual pension benefit the member would have been entitled to at the time of death, less applicable tax, would be paid to the member's estate if $1,000 or more. The benefit would be payable to the member's next of kin if it is less than $1,000. |
