Ombud launches review into Primary Reserve recommendations from 2016

Ombud Message | 17 February 2025

I am pleased to announce the launch of a systemic review into delays in the implementation of the Primary Reserve recommendations made in our two 2016 reports: Part-Time Soldiers with Full-Time Injuries and A Systemic Review of Compensation Options for Ill and Injured Reservists.

Primary Reserve members are increasingly relied upon for domestic emergencies. But when they are injured or become ill, they continue to face inequitable treatment related to access to benefits and services.

To address these issues effectively, our review will examine outstanding recommendations in these reports to determine which of these remain relevant. We will also engage with the Canadian Armed Forces to better understand the barriers to implementing our recommendations, while considering and evaluating any new issues that emerge.

I look forward to working closely with the Canadian Armed Forces’ leadership during this review and address these challenges. Following our review, we will submit our report to the Minister of National Defence. We plan to publish our report in summer 2025.
