Self-assessment on actions undertaken to advance a renewed conversation on values and ethics
Part I. Values and ethics training plans
Question 1
Has your organization developed department-specific values and ethics training plans down to the divisional level?
- No
If not, to what level have department-specific values and ethics training plans been developed and what is your target time frame for completing this work?
The Canadian Dairy Commission (CDC) has not developed department specific values and ethics training plans; however, the Human Resources section ensures to have a one-hour orientation session with all new employees outlining the important documents to read and that need to be acknowledged such as the code of ethics, the values and ethics presentation, the completion of the conflict-of-interest form, etc.
We also ensure that all mandatory training at the Canada School of Public Service (CSPS) is completed. Furthermore, we plan to organize a guest speaker to come to the workplace to offer a presentation on Values and Ethics to all staff.
Question 2
Has your organization fully implemented department-specific training plans?
- No
If not, what is your target time frame for completing this work?
Please see above.

Please provide details on activities that you have undertaken, including those not listed above.
All new employees arriving at the CDC have a one-hour onboarding orientation session with someone from the Human Resources Section. During this session, we discuss with employees about the Code of Conduct, Conflict of Interest as well as the Values and Ethics. We also outline all of the mandatory courses that they must complete as an employee or as a manager/director.
Part IV. Additional information
Question 8
What recurring themes (e.g., social media, emerging technology, conflicts of interest) have emerged from conversations with employees (e.g., students, new public servants, front-line service providers, managers, executives, members of functional/horizontal communities/employee networks) across your organization?
Discussions surrounding the acceptance of gifts/lunch offered by external clients.
Question 9
How have you adjusted your learning activities to address recurring themes (e.g., adjusted training plans, developed specific case studies, invited expert speakers to focus on emerging themes)?
The above-mentioned theme will be addressed during our guest speaker meeting. Any inquiries from employees can also be addressed with our Values and Ethics Champion at the CDC.
Question 10
Are there any actions or learning activities that have been particularly successful in fostering conversations within your organization (e.g., new tools, creative approaches that have resonated well with employees and managers, meeting with small groups, equipping managers to lead conversations, equipping values and ethics office/practitioners)?
The CDC is a micro-organization of only 85 employees within the entire department, therefore many activities and initiatives are not always possible to implement. We do, however, do our best to inform employees by means of emails, intranet postings, meetings, etc.
Our plan is to implement a few activities in the coming year.
Question 11

- No
Question 13
