Coming into force: Regulations Amending the Public Service Employment Regulations (25-01)

Further to the registration and publication of the Regulations Amending the Public Service Employment Regulations in the Canada Gazette, Part II, the Public Service Commission (PSC) is pleased to announce that the amending regulations come into force on January 29, 2025, except for provisions related to priority entitlements, which will come into force on April 1, 2025.

The consolidated version of the Public Service Employment Regulations, which integrates any regulatory amendments, is updated by the Department of Justice Canada every 2 weeks.

Departments and agencies can consult Amendments to the Public Service Employment Regulations (accessible only on the Government of Canada network), for guidance and tools to support implementation activities. This web page also includes a link to the PSC’s new guidance on the selection of employees for retention or lay-off. The PSC will deliver information sessions on this topic geared towards the HR community. Further information will be provided shortly by your PSC staffing support advisor.

In preparation for the coming into force of provisions related to priority entitlements on April 1, 2025, the PSC will be updating its Priority Administration Directive and its Guide on Priority Entitlements. Other supporting tools to reflect the regulatory changes related to priority entitlements will be communicated in a timely manner through the Priority Entitlements Program’s community of practice.
