Code of Conduct: Who the Code applies to
The Code applies to everyone who works at Public Services and Procurement Canada (PSPC), in all roles, locations, and employment types. This includes:
- indeterminate and term employees
- employees on leave with or without pay
- employees on secondment from or to other government organizations
- participants in exchange programs, such as Interchange Canada
- casual, seasonal, and part-time employees
- students, including co-op and Federal Student Work Experience Program (FSWEP) placements
For clarity, the term “employee” is used in this document to refer to everyone the Code applies to. This definition of employee is valid only for the PSPC Code of Conduct. It must not be confused with definitions found in other employment-related legislation such as in the Federal Public Sector Labour Relations Act.
Who the Code does not apply to
The PSPC Code of Conduct does not apply to individuals who do not work for the government, such as:
- contractors
- sub-contractors
- vendors
They must follow the Code of Conduct for Procurement.
