The Government of Canada is putting in place a strategy to better manage human resources (HR) and pay for public servants. Track our progress against key commitments that address both the current operations and transformation initiatives. Our work is organized around four key pillars: HR, Pay, Data, and Management – each with major milestones already achieved, and exciting projects underway.

Across the public service, we are streamlining processes.

For example, we are consolidating HR systems to centralize their management and standardize the work.

Our new mandatory measures continue to increase data consistency as we adapt to the current system’s functionality. By adopting best practices now, we’re laying the groundwork for a successful transformation.

We confirmed the feasibility of implementing this solution across the Government of Canada, leading to our June 2025 announcement that we are moving forward with Dayforce.

By June 2026, this new system will be fully configured, then select departments will start testing.

In 2024-2025, we’ve significantly reduced the backlog by over 31,000 cases.

Data and artificial intelligence will improve how we deliver HR and pay services – and we’re exploring how best to leverage them.

We’re investing in a centralized data platform to securely manage employee information—from hiring to retirement, hosted in Canada to uphold data sovereignty.

We’re also testing AI and automation to speed up case processing and help prevent future backlogs.

Our top priority is the employee experience, so we're supporting departments in managing HR more effectively and we’re being fully transparent.

The Transparency by Design initiative provides regular progress updates to all public servants, setting a strong example for greater openness in government.
