Accessing and managing your tax slips

MyGCPay now shows a notification in the Taxes tab when an amended tax slip is available.

This page explains how tax slips are issued through the pay system and what to do if you get more than one or an amended tax slip.

How tax slips are issued

Tax slips are issued by the end of February for the previous calendar year.

The income and deductions shown on your tax slips are based on your work location, not your home address.

If you work and live in the province of Quebec

You will receive T4 and Relevé 1 tax slips, and you will need both to file your taxes.

If you work in the province of Quebec and live in another province

You will receive T4 and Relevé 1 tax slips.

Add the amount in box E (Quebec income tax) on the Relevé 1 to the total income tax paid on your federal return.

If you work and live in a province other than Quebec

You will receive a T4 tax slip.

If you work in a province other than Quebec and live in the province of Quebec

You will receive T4 and Relevé 1 tax slips.

However, the Relevé 1 will only report your Quebec taxable benefits and any Quebec income tax deducted if you chose to have this deduction at source.

If you are working from home

Working from home (full time) has no impact on your province of work. If you work from home in one province but report to an office in another, your payroll deductions are based on the office location. The province indicated on your T4 corresponds to your province of employment.

Multiple T4 slips

If you receive more than one T4 slip, combine the amounts from all slips to calculate your total earnings and deductions for the year.

You will receive multiple T4 slips if:

You will not receive multiple T4 slips if you transfer between departments located in the same province.

You will not receive multiple T4 slips if you work from home in a different province than the one in which your office is located.

Your pension adjustment appears on only one T4 slip. Phoenix calculates this amount at the end of the year based on your total pension contributions and the total number of pensionable pay periods in the tax year.

Accessing your tax slips

Tax slips are provided electronically. If you are a current employee, you can access them online through Phoenix self-service and MyGCPay via the Compensation and pension portal (accessible only on the Government of Canada network). If you do not have access to the Government of Canada network, you can still view your tax slips online through MyGCPay External.

In exceptional situations, pay-related tax slips may have to be issued outside the Phoenix pay system. Since 2019, tax slips issued outside Phoenix are available online in the Compensation and pension portal. Select the Additional Tax Slips link within the Compensation Web Applications pay stubs and archived tax slips page.

With access to the Government of Canada network

You have 3 ways to view and download your various years’ tax slips:

MyGCPay

MyGCPay offers new features and an user-friendly interface. You can view current and amended tax slips from 2016 onward by selecting the Taxes tab.

It is password-protected. You need your myKey or a department-issued smart card/token to log in.

Sign in to MyGCPay (accessible only on the Government of Canada network)

MyGCPay External is available to users who do not have access to the Government of Canada network.

Phoenix self-service

Phoenix self-service is password-protected. To log in, you need your myKey or a department-issued smart card/token.

In Phoenix, follow these paths:

  • Main menu > Self-service > Payroll and compensation > View T4/T4A Slips
  • Main menu > Self-service > Payroll and compensation > View T5 Slips *starting February, 2026 fox tax year 2025 onward
  • Main menu > Self-service > Payroll and compensation > View RL-1/RL-2 Slips
  • Main menu > Self-service > Payroll and compensation > View RL-3 Slips *starting February, 2026 fox tax year 2025 onward

Note that the unilingual French Relevé tax slips in Phoenix are the official authorized versions provided by Revenu Québec.

Compensation Web Applications archived tax slips

The Compensation Web Applications are password-protected. To log in, you need your myKey or a department-issued smart card/token.

In the Compensation Web Applications, go to Pay stubs and archived tax slips, select "Archived tax slips" (in the left menu) to access tax slips issued before 2016.

If you are expecting a tax slip to be issued and it is not available online through Phoenix self-service, MyGCPay or under Additional Tax Slips by the last day of February, either contact the Pay and Benefits Client Contact Centre or complete and submit the Enquire about your pay: My Pay Enquiry form.

No access to the Government of Canada network

If you do not have access to the Government of Canada network, you are able to use MyGCPay External to access your tax slips online. Visit MyGCPay external access to find out more and learn how employees can set up an account and get access. 

Additionally, if not already signed up for MyGCPay External, your issued tax slips will be mailed to your mailing address as it appears in Phoenix. If there is no mailing address, your home address will be used. To ensure that your current address is up to date in Phoenix, contact your former Human Resources (HR) department or former Compensation Office to have your address updated in both the HR system and Phoenix. To avoid any delays, sign up for MyGCPay external access.

You can also access tax slips online if you are registered with My Account for Individuals—Canada Revenue Agency (CRA) or, if applicable, My Account for Individuals—Revenu Québec online services.

Amended tax slips

Your employer issues amended tax slips when they adjust previous year earnings or benefits. For example, an overpayment for 2025 reported in 2026 after the original tax slips were issued.

Amended and cancelled tax slips include both a status indicator (amendment or cancel) along with a date of issue on the generated tax slips to help identify the sequencing of the tax slips issued in Phoenix.

If you received an amended tax slip, you may need to request an adjustment with the Canada Revenue Agency or Revenu Québec for the corresponding tax year. Due to legislative restrictions, reassessments can only be filed for the past ten years. You are strongly encouraged to act promptly if you receive amended tax slips dated 2015 or 2016 to avoid missing the reassessment window.

How to access amended tax slips

Amended tax slips are provided electronically. If you are a current employee, check them online through Phoenix self-service, MyGCPay Taxes tab or under Additional Tax Slips using the Compensation and pension portal (accessible only on the Government of Canada network) prior to the tax return filing deadlines set by CRA and Revenu Québec. Phoenix does not send email alerts for amendments. Check Phoenix self-service, MyGCPay or Additional Tax Slips regularly to determine if an amended slip has been issued. Furthermore, a new notification feature within MyGCPay’s Taxes tab will inform you when you are logging if a new amended tax slips has been issued to you.

If you are a former employee or currently on leave without pay and have not yet registered for MyGCPay External, your amended tax slips will be mailed to the address listed in Phoenix. If no mailing address is on file, your home address will be used.

To avoid delays:

  • Update your address in Phoenix via your HR system’s self-service functionality or by contacting your HR department.
  • Sign up for MyGCPay External to access your tax slips online quickly and securely.

Filing amended tax slips

You must file your tax return by the deadlines set by the CRA and Revenu Québec (if you live in Quebec).

Not yet filed

If you receive amended tax slips and have not yet filed your tax return, use the amended slips when filing.

If you are expecting amended tax slips but do not receive them in time to meet the filing deadline, use the tax slips that you currently have.

Already filed

If you receive an amended tax slips after you have already filed your tax return, you must refile your tax return using the updated information.

Refer to the Tax slips amendments schedule for employees (accessible only on the Government of Canada network) to determine when amended tax slips are available in the pay system.

Overpayments

If you have received an overpayment, learn how it can affect your income taxes and what steps you can take to prevent it from appearing on your tax slip.

Qualifying Retroactive Lump-Sum Payments

If you received a pay equity payment or a retroactive payment due to an arbitral award, and all or part of it is considered a Qualifying Retroactive Lump-Sum Payment (QRLSP), you will receive a T1198 “Statement of Qualifying Retroactive Lump-Sum Payment” form.

If you are a Quebec resident, you will also receive a TP 766.2 V “Averaging of a Retroactive Payment, Support Payment Arrears or a Repayment of Support” form. These forms are generated each year, in February, for the previous taxation year.

These forms are provided so that you can ask CRA, and Revenu Québec if applicable, to determine whether it is beneficial for you to have lump-sum payment amounts applicable to previous years reviewed for tax implications.

For 2023 and later, if you received a qualifying payment, you can access QRLSP forms directly in Phoenix through Phoenix Employee Self-Service (ESS). You may print these forms and provide them to the tax agencies if you wish, but this is optional.

If you are a former employee or currently on leave without pay, your forms will be printed and mailed to the address listed in Phoenix. If no mailing address is on file, your home address will be used.

Note: Forms that cannot be delivered by Canada Post for any reason will be returned to your last employing department or agency.

Forms generated prior to 2023 were printed and mailed in February of the year following the tax year in which the QRLSP-eligible amounts were paid.

QRLSP amounts are included on your tax slips.

Did not receive a Qualifying Retroactive Lump-Sum Payment form

You will only receive a form if you obtained a payment that qualifies as a retroactive lump-sum payment, such as a pay equity payment or an arbitral award.

If you received a qualifying payment and do not have online access to view your forms, a paper copy will be mailed to you. If you have not received your form by the end of March of the year following the issuance of the qualifying payment, please contact the Pay and Benefits Client Contact Centre.

Submitting a Qualifying Retroactive Lump-Sum Payment form

If you choose to submit the form:

  1. follow the instructions provided on the form
  2. include the completed form with your tax return for the year in which you received the qualifying payment.
  3. keep a copy of the form for your records

Already filed your tax return

You must complete and send one of the following:

  • T1 ADJ T1 Adjustment Request form to Canada Revenue Agency
  • TP 1.R V Request for an Adjustment to an Income Tax Return form to Revenu Québec

Previous tax-year tax slips

You can access tax slips from previous tax year through the Compensation and pension portal (accessible only on the Government of Canada network) using Phoenix self-service and MyGCPay. For tax years prior to the implementation of Phoenix, tax slips are available through the Compensation Web Applications.
