Every day, public servants across the country help keep Canada running:

That’s us. That’s Shared Services Canada (SSC), behind the scenes, providing the tools and know-how so the GC can deliver.

It’s what we do.

That work matters now more than ever.

The environment we are operating in has changed. Technology is moving faster. Security threats are more complex. Costs are increasing.

Across government, there is a growing expectation to operate more efficiently, adopt GC-wide approaches, and leverage technologies like AI.

That means transformation is not optional.

The challenge we need to solve together

The core challenge is transforming how departments and SSC work together.

For years, our operating model positioned SSC as a downstream service provider. We’re often engaged late, after key decisions are already made. That approach does not work for modern, complex digital services. This downstream model leads to fragmented solutions, late-stage risk mitigation, and outcomes that may work for individual projects, but not necessarily for the Government of Canada as a whole.

SSC’s transformation requires a shift from transactional interactions to a new model based on joint planning, early engagement, and mutual accountability. Under this framework, departments clearly articulate what they are trying to achieve, and SSC applies its expertise to help shape solutions that are viable, secure and sustainable.

Digital is no longer a supporting function. It underpins productivity, security and trust. Meeting today’s expectations requires us to change how we plan, collaborate, and deliver across the Government of Canada.

The direction we’re heading

Our role is shifting—from a service provider to a partner shaping how digital services are designed and delivered from the start.

With SSC’s 2026–27 Departmental Plan, we have a clear direction for the year ahead.

We are:

  • transforming how we deliver, so departments can rely on consistent, GC-wide solutions at scale
  • modernizing our systems, so services are more reliable, sustainable and built for the future
  • protecting Canadian data, so government services remain secure and trusted

What’s next

In the weeks and months ahead, you’ll start to see how this transformation is taking shape—how we work with departments and agencies, modernize operations and enable better outcomes. We will be promoting new stories explaining what we do and our impact.

You can already explore GC AI. And, in the weeks ahead, you’ll see more of how we are strengthening the capabilities Canadians rely on—across applications, devices, hosting, connectivity and cyber security.
