Contracting Policy Notice 2026-1: Amendments to the Directive on the Management of Procurement to Increase Contracting Limits for Inflation

Overview

The Directive on the Management of Procurement was amended, effective , to increase most contracting limits in “Appendix A: Contracting Approvals” to reflect inflation (in accordance with relevant Statistics Canada price indexes).

Application

Departments must ensure they have the legal authority to enter into or amend a contract or contractual arrangement, such as a valid delegation under the Department of Public Works and Government Services Act, the Shared Services Canada Act, or as conferred or required by other legislation, as applicable. They must also continue to follow established requirements for obtaining Treasury Board approval, as outlined in the directive.

Departments are advised to review internal delegation of authorities to ensure they align with the revised limits. They are also reminded of their obligations to ensure that decisions related to procurement, including decisions to use a non-competitive process, are fully justified and documented. Accurate and complete procurement documentation must be created and maintained in the procurement file.

Senior designated officials for procurement are advised to update their departmental procurement management framework to reflect these amendments and ensure they continue to support robust controls and oversight.
