Canada Periodical Fund
The Canada Periodical Fund (CPF) provides financial assistance to Canadian print magazines, print community newspapers (non-daily) and digital periodicals, to enable them to overcome market disadvantages and continue to provide Canadian readers with the content they choose to read.
Aid to Publishers
The Aid to Publishers component is designed to provide eligible Canadian publishers of print magazines, print community newspapers (non-daily) and digital periodicals with the financial support they need to produce and distribute high-quality, Canadian editorial content for Canadian readers.
You can apply for funding through the Aid to Publishers’ three sub-components:

Magazine
For print magazines, funding is granted based on a formula that takes the total number of eligible copies distributed over a 12-month period as well as eligible editorial expenditures incurred during that period.

Digital Periodical
For digital periodicals, funding is granted based on eligible editorial expenditures incurred over a 12-month period.

Community Newspaper (non-daily) – Aid to Publishers
For print community newspapers, funding is granted based on a formula that takes the total number of eligible copies distributed over a 12-month period as well as eligible editorial expenditures incurred during that period.
Business Innovation
Changes to funding programs
Canadian Heritage’s 2024-2025 Departmental Plan was tabled on February 29, 2024.
As foreseen in the Departmental Plan, the Business Innovation component of the Canada Periodical Fund will be eliminated by March 2026. Funding requests will no longer be considered. The approved and ongoing projects will not be affected by this decision.
The Business Innovation component offers support for projects to eligible small- and mid-sized publishers of print and digital magazines, and print and digital non-daily community newspapers.
The Business Innovation component consists of two sub-components:

Magazines
This Business Innovation component offers support for projects to eligible small- and mid-sized publishers of print and digital magazines.

Non-daily Community Newspapers
The Business Innovation component offers support for projects to eligible small- and mid-sized publishers of print and digital non-daily community newspapers.
Collective Initiatives
The Collective Initiatives component funds projects designed to increase the overall sustainability of the Canadian magazine and community newspaper (non-daily) industries.
New: Changing Narrative Fund stream 2025-2027
For both 2025-2026 and 2026-2027 fiscal years, Collective Initiatives will be adding a funding stream to incorporate the Changing Narratives Fund. This stream will provide project funding for mentorship, training and professional development opportunities for diverse communities at all career stages in the magazine and (non-daily) community newspaper industries.

Special Measures for Journalism
The purpose of the Special Measures for Journalism component is to provide funds to Canadian magazines and community newspapers. This component will provide funding for the 2025-2026 fiscal year to publishers of print magazines and non-daily community newspapers that have a free circulation model or low levels of paid circulation.
