Privacy impact assessment (PIA) summary
Introduction
A Privacy Impact Assessment has been conducted on the Digital Education Project, Joyceville Institution (JI) (Minimum). The purpose of the assessment is to:
- determine if there are any privacy issues associated with the project or activity, and
- to provide recommendations for their mitigation or resolution.
Proposal description
The introduction of technology in the classroom provides a method to respond to the technological gap within the Correctional Services of Canada (CSC) education program sector. The implementation of a Learning Management System (LMS) is essential to bridge this gap; it delivers and manages instructional content via computer based learning, course administration, tracking, and reporting of offender/student work. The LMS provides transferable skills to the offender to improve his successful reintegration into the community and enhance public safety.
The LMS provides an interactive learning service to deliver educational programs to offenders that meet the Ontario Ministry of Education (MOE) requirements in the achievement of their secondary education diploma. Ontario students are assigned an Ontario Education Number (OEN), student number, by the MOE, which is randomly assigned and linked to stable information about the student/offender (name, gender, date of birth). As a random number, personal information cannot be inferred and this number follows the student through their educational experience. Therefore, given the current security practices, the OEN and the student’s first name will be used as an account identifier in the LMS and final course results are submitted to the MOE using the student identifier. Personal information, including FPS number, will not be used in the account profile. Furthermore, personal information will not be collected, personal information will not be retained, disclosed and as such consent is not required. Notwithstanding, offenders may include personal experiences in the completion of their courses, although this will be discouraged.
Moreover, to mitigate the risk of unauthorized disclosure, loss or theft of personal information, a message will be displayed when the offender logs on to the system regarding their responsibilities, and privileges to access the system may be revoked. In addition, CSC will conduct regular audits and should a breach of offender’s personal information, CSC’s and/or PBC’s privacy breach protocol will be followed which includes contacting the ATIP Division, containing the breach and implementing corrective measures.
The Digital Education Project will be implemented at JI (Minimum), in the grade 11/12 Math and English classrooms, for the duration of one year. Although, the Digital Education Project is limited to Math and English, there will be sufficient offenders enrolled in the courses to provide the necessary data to determine the effectiveness of the project.
Collection, use, disclosure and retention of personal information
Personal information used by CSC for an administrative purpose will be retained for such period of time after it is used as may be prescribed by regulation in order to ensure the individual to whom it relates has a reasonable opportunity to obtain access to the information.
CSC will take all reasonable steps to ensure that personal information that is used for an administrative purpose is accurate, up-to-date and complete as possible.
CSC will dispose of personal information under its control in accordance with directives and guidelines issued by the designated minister in relation to the disposal of that information.
