Triclosan: pollution prevention planning notice
This notice applies to any person or class of persons who, on the date of publication of the notice or anytime thereafter, either:
- uses 100 kg or more of triclosan in a calendar year in the manufacture of cosmetics, natural health products or drugs
- imports 100 kg or more of triclosan in a calendar year contained in cosmetics, natural health products or drugs

Objectives and deadlines
If you became subject to the notice on or after January 1, 2021, you must:
- endeavour to reduce and maintain the total mass of triclosan used or imported in products by 95%
- prepare a pollution prevention plan one year from the date you became subject and submit a report (schedule 1) within the next 30 days
- implement the pollution prevention plan 24 months from the date you became subject and submit a report (schedule 5) within the next 30 days
If you require more time to prepare or implement your plan, you can request a time extension. See section 13 and schedule 3 of the notice.

Anyone who is subject to the notice must consider and report on several factors outlined in section 4 of the notice. These include choosing alternatives to triclosan that reduce or minimize harmful effects on the environment and human health and assessing hazards and potential risks of those alternatives.
Reporting
If you are subject to the notice, you must complete and submit reports by the deadlines detailed above.
The schedule 1 and 5 reports require data from a base year and implementation year. If you became subject to the notice on or after January 1, 2021, your base year is the calendar year you became subject. Consequently, the implementation year is the year that follows the base year. If you request a time extension to prepare or implement your pollution prevention plan, the reporting years may be different. Refer to the schedules in the notice for more information.
Performance results
There are three known companies subject to the Notice. The three companies submitted their final declaration (Schedule 5 of the notice) summarizing the outcomes of their implemented pollution prevention plan by the deadline of November 9, 2023. These companies have met the target by reducing the total mass of triclosan by at least 30% in the manufacture or import of their products subject to the notice. Two of the three companies have completely discontinued the manufacture and import of triclosan in their products subject to the notice.
