Is enrolment in the e-PRS Secure Web Portal mandatory?

In order to use the Electronic Pesticide Regulatory System (e-PRS) Secure Web Portal, enrolment is necessary; however, it is not mandatory that applicants and registrants use the Secure Web Portal to submit document packages to the Pest Management Regulatory Agency (PMRA). Document packages may still be sent via mail or email.

What is an Information Provider?

The Information Provider is an entity that has the status of a person in law-either a natural person who may or may not have a registered business name, or one created by law to conduct commercial business, such as a Corporation, Partnership or Co-operative-who wishes to securely conduct business with the PMRA through the Internet, either on its own behalf or on behalf of someone else.

Who can transact with the e-PRS Secure Web Portal?

All Information Providers wishing to securely conduct business with the Agency using the Internet either on their own behalf or on behalf of someone else may enroll to transact via the e-PRS Secure Web Portal. This would include Information Providers who are as follows:

  • Applicants to register a pest control product
  • Registrants
  • Representatives for applicants and registrants
  • Third party information providers for applicants and registrants

What is a Primary Officer and what is their role?

The Primary Officer is an officer or employee of the Information Provider, who is duly authorized to sign the e-PRS Secure Web Portal Terms and Conditions of Use Agreement on behalf of the Information Provider. Only one Primary Officer may be identified as the Information Provider.

The Primary Officer is responsible for completing the enrolment package and requesting enrolment where the Information Provider wishes to submit information under and for the purposes of the Pest Control Products Act (PCPA).

Once the enrolment is complete, the Primary Officer will be able to authorize and set up Delegate Officers' and Transaction Users' accounts as necessary to support the business needs of the Information Provider. The Primary Officer may also designate another Primary Officer who is not an officer or employee of the Information Provider to act on behalf of the Information Provider for purposes of the e-PRS Secure Web Portal.

What is a Delegate Officer and what is their role?

The Delegate Officer is a person designated by the Primary Officer for the purposes of using the e-PRS Secure Web Portal. When a Primary Officer has authorized a Delegate Officer and activated their e-PRS Secure Web Portal account, the Delegate Officer may begin transacting as well as creating accounts for other Transaction Users. In other words, a Delegate Officer has been authorized by a Primary Officer to both transact and/or authorize others to transact. The access rights assigned to a Delegate Officer are managed by the Primary Officer.

What is a Transaction User and what is their role?

The Transaction User is a person designated by the Primary Officer or a Delegate Officer for the purposes of using the e-PRS Secure Web Portal. When the Primary Officer or Delegate Officers have authorized Transaction Users and activated their e-PRS Secure Web Portal account, Transaction Users may begin transacting. Transaction Users have no authority to create accounts for others and their access rights are managed by the Primary Officers or Delegate Officers.

How do I get started?

To transact via the e-PRS Secure Web Portal, Information Providers are required to enroll. Please refer to the e-PRS Secure Web Portal Enrolment Guidance document for step by step instructions on the enrolment process.

Where do I send my enrolment request?

Submit the completed enrolment request by email to PMRA-ARLA.REG.CON@hc-sc.gc.ca.

How do I check on the status of my enrolment request?

You may check on the status of your enrolment request by contacting the Pest Management Information Service.

When can I access the e-PRS Secure Web Portal?

Once you have received your enrolment acceptance email containing an Activation Key, you can access the e-PRS Secure Web Portal.

What are the suggested settings to run the application?

  • IBM Compatible PC
  • 1.3 GHz - Pentium III Processor
  • 256 MB of RAM
  • Windows 2000 Professional
  • Internet Explorer 6.0, Netscape Navigator 7.02 or Mac computer running OS 10.4

In addition to the above settings, the browsers must have the following features:

  • Support SSL 3.0 - 128 bits encryption
  • JavaScript enabled
  • Cookies enabled
  • The Sun Java Virtual Machine (JVM) 1.4.2_03 or later running The JVM can be downloaded at www.java.com. Click on the download link to start the download process.

What are the e-PRS Secure Web Portal account "shared secrets"?

The e-PRS Secure Web Portal account shared secrets are used to validate and authenticate the identity of the u ser activating the account. The questions selected are at the account creator's discretion, except for the Primary Officer's account which will be predetermined by the PMRA.
