Guidance Document: Drug Facts Table for Non-prescription Drugs

A final version of the Health Canada Guidance Document - Drug Facts Table for Non-prescription Drugs is now available. Comments and suggestions received from the consultation between February 20 to April 21, 2017 on the draft version of the guidance were reviewed and considered in the finalization of this document.

Through Health Canada's Plain Language Labelling Initiative, there are new requirements for health product labelling and packaging, including a requirement for a Drug Facts Table (Facts Table) on the outer label of non-prescription drugs.  This proposed guidance will assist manufacturers, packagers, and distributors of non-prescription drugs in developing plain language labelling content for a Facts Table in a standardized format so that consumers can find important product information quickly and easily.

Provided in this guidance are examples of Facts Tables for medicinal ingredients found in non-prescription drugs in Canada.  The examples illustrate the application of plain language principles and show how current non-prescription drug labelling information can be converted to accommodate the formatting specifications of the Canadian Drug Facts table.  The language used in the examples is not prescriptive and other statements to the effect of what is presented may be acceptable.

This guidance must be used in conjunction with the Health Canada Guidance Document: Good Label and Package Practices Guide for Non-prescription Drugs and Natural Health Products (GLPPG). This guidance document does not replace the different submission types that currently exist for non-prescription drugs. Foreword

Guidance documents are meant to provide assistance to industry and health care professionals on how to comply with governing statutes and regulations. They also provide assistance to staff on how Health Canada mandates and objectives should be implemented in a manner that is fair, consistent and effective.

Guidance documents are administrative instruments not having force of law and, as such, allow for flexibility in approach. These alternate approaches to the principles and practices described in this document may be acceptable provided they are supported by adequate justification. Alternate approaches should be discussed in advance with the relevant program area to avoid the possible finding that applicable statutory or regulatory requirements have not been met.

Acetaminophen (Oral)

Warnings

Liver warning:

Acetaminophen may cause severe or possibly fatal liver damage if you take

  • more than the recommended dose in 24 hours
  • with other drugs containing acetaminophen
  • while drinking 3 or more alcoholic drinks every day (adult products only)

Symptoms of liver damage may include:

  • yellow skin or eyes
  • dark urine
  • sweating
  • nausea
  • vomiting
  • stomach pain
  • unusual tiredness
  • loss of appetite

Allergy alert:

Acetaminophen may cause serious skin reactions.

Symptoms may include:

  • skin reddening
  • blisters
  • rash

If any of the above noted symptoms occur, stop use and seek medical help right away.

Do not use

  • with any other drug containing acetaminophen
  • if you are allergic to acetaminophen. If you are not sure whether a drug contains acetaminophen, ask a doctor or pharmacist.

Ask a doctor or pharmacist before use if you

  • have liver or kidney disease
  • take the blood thinning drug warfarin
  • are pregnant or breast feeding

Stop use and ask a doctor if

  • pain lasts for more than 5 days
  • fever lasts more than 3 days

Keep out of reach of children. This package contains enough drug to seriously harm a child (if greater than 3.2 grams of acetaminophen in the package).

In case of overdose, call a poison control centre or get medical help right away. Quick medical attention is critical for adults and children even if you do not notice any signs or symptoms.

Directions

Adults and children 12 years and over:

  • take 1(tablet/caplet/etc.) every 4 to 6 hours
  • if pain or fever does not respond to 1 (tablet/caplet/etc.), take 2 (tablets/caplets/etc.) at next dose
  • do not take more than X mg (xx tablets) in 24 hours
  • do not take more than directed (see liver warnings)

  • moisten suppository with cool water
  • gently push one suppository as high as possible into rectum every 4 to 6 hours
  • do not use more than X suppositories in 24 hours
  • do not use immediately before bowel movement
  • do not take more than directed (see liver warnings)

Acetylsalicylic Acid

  • Relieves minor aches and pain due to
    • headache or migraine
    • arthritis or rheumatism
    • menstrual cramps
    • muscular sprains and strains
    • toothache or dental work
  • Adults 18 years and older only: relieves fever and pain due to cold and flu
Warnings:

Reye's Syndrome: Do not give to children and teenagers under 18 years of age who have chicken pox, cold or flu symptoms. ASA is reported to be linked to Reye's Syndrome, a rare but serious illness.

Stomach bleeding:

  • ASA may cause severe stomach bleeding
  • Stop use and get medical help right away if you
    • feel faint
    • vomit blood
    • bloody or black stools
    • have stomach pain that does not get better
  • Do not take other products containing ASA, salicylates or NSAIDs while taking this product

Allergy alert

  • ASA may cause a severe allergic reaction including
    • skin rash or hives
    • face swelling
    • wheezing
    • trouble breathing
  • If an allergic reaction occurs get medical help right away
  • Do not use if you
    • are allergic to ASA, salicylates or other NSAIDs
    • have asthma brought on by ASA, salicylates or other NSAIDs

Do not use if you

  • have or have had an ulcer
  • are prone to bleeding
  • have liver or kidney disease
  • use methotrexate 15 mg/week or more
  • are in the last trimester of pregnancy

  • Adults and children 12 years and over: For all products (except effervescent): take 1 (tablet/caplet/…) with a glass (250 mL) of water or milk, every 4-6 hours

Benzoyl Peroxide (Acne Treatment)

Do not use if you

  • have very sensitive skin
  • are allergic to benzoyl peroxide

When using this product

  • avoid unnecessary sun exposure
  • use a sunscreen
  • avoid contact with eyes, lips, nostrils and mouth. If contact occurs, rinse thoroughly with water
  • irritation, burning and itching of the skin may occur
  • skin irritation and dryness is more likely to occur when using another topical acne product at the same time. If irritation occurs, use only one product at a time
  • this product may bleach hair or dyed fabrics.

Stop use and ask a doctor if

  • the skin reaction becomes severe
  • you don't see improvement in 6 to 8 weeks

If you develop severe itching, hives, swelling of eyes and mouth, blistering or difficulty breathing get medical help right away.

Keep out of reach of children. If swallowed, call a poison control centre or get medical help right away.

Directions
  • wash skin well before applying
  • for new users: apply product to a small area once a day for three days to test if you are sensitive to this product.
  • if no discomfort occurs, cover the entire affected area with a thin layer (For products to be applied and rinsed off: apply product to the entire affected area and rinse off after x minutes)
  • start with one application daily, then gradually increase to two or three times daily, if needed ▪ if dryness or peeling occurs, reduce application to once a day or every other day

    • heartburn
    • indigestion
    • nausea
  • these symptoms worsen, come back or last for more than two days
  • any hearing loss, ringing or buzzing in the ears

Keep out of reach of children. This package contains enough drug to seriously harm a child (For packages containing more than 1.5 g salicylic acid). In case of overdose, call a poison control centre or a healthcare professional right away.

Directions

Shake well before using (liquid)

Adults and children 2 years and older:

  • dosage may be repeated every 1/2 to 1 hour as needed
