Regional Economic Mobility Pathways Pilot (Regional EMPP): Application process and who can apply

Who can apply

Those eligible to apply are refugees or other displaced people who have the ability to become economically established, intend to reside in a province or territory outside Quebec and meet all of the following criteria as listed under the eligibility requirements in Guide 0139 – Economic Mobility Pathways Pilot (EMPP).

Submitting an application

All applications for permanent residence under the Regional EMPP must be submitted online or via email to IRCC.INEMPP-PVAMERI.IRCC@cic.gc.ca.

Eligibility for processing

As outlined in the Public Policy to support the Economic Mobility Pathways Pilot (EMPP) – Phase 2 application intake for phase 2 of EMPP will end when 500 applications from principal applicants have been received. The public policy may be revoked at any time.

Applications must be processed on a first-come, first-served basis. Applications received after the cap is reached will be rejected.

Applications must be submitted in accordance with the requirements specified in section 10 of the Immigration and Refugee Protection Regulations (IRPR) and in the application kit in order to be considered complete and eligible for processing. Applications must also meet the eligibility for Regional EMPP under the public policy.
