Appendix C illustrates the logic model for the Immigration Loan Program at Citizenship and Immigration Canada, which serves as a visual representation of the activities, outputs and intended outcomes of the Program.

The logic model is divided into three major components, related to the following: loan portfolio management and program development; loan disbursement; and loan repayment.

Program activities

The three components of the Immigration Loan Program relate to three groups of activities.

Activity 1: The loan portfolio management and program development stream of the logic model relates to the following program activities within the Immigration Loan Program:

  1. Provide oversight and manage the loan portfolio;
  2. Develop plans, tools/guidelines and conduct program and policy analyses;
  3. Coordinate with partners and stakeholders and manage the agreement with the IOM; and
  4. Manage overseas contributions and in-Canada loan conversions.

Activity 2: The loan disbursement stream of the logic model relates to program activities, including:

  1. Assess eligibility of prospective loan recipients;
  2. Provide information to prospective loan recipients;
  3. Provide loans; and
  4. Reimburse the IOM for applicable expenses.

Activity 3: The loan repayment stream of the logic model relates to program activities, including:

  1. Receive and collect loan payments and conduct ongoing financial monitoring of loan accounts;
  2. Address client inquiries; and
  3. Negotiate alternative loan arrangements.

Program outputs

These three main program activities are expected to directly lead to three groupings of program outputs.

Output 1: The loan portfolio management and program development stream of the logic model relates to the following program outputs:

  1. Program design, plans, budgets;
  2. Manuals, operational bulletins, forms, tools, training, meetings and consultations, communication, functional guidance;
  3. Audit, performance reports;
  4. Policy and regulatory analysis; and
  5. Overseas contributions, in-Canada loan conversions, debt write-off.

Output 2: The loan disbursement stream of the logic model relates to program outputs, including:

  1. Eligibility determinations;
  2. Information on loan conditions;
  3. Information loan agreements: (Admissibility, Assistance, Right of permanent Residence Fee, Transportation); and
  4. Payments to the IOM.

Output 3: The loan repayment stream of the logic model relates to program outputs, including:

  1. Payments and collections from loan recipients;
  2. Responses to client inquiries; and
  3. Alternative loan arrangements.

Program outcomes

These program activities, and their subsequent program outputs, are expected to lead to a number of immediate and intermediate outcomes.

Program activity 1 and Output 1 lead to the following immediate outcome:

  • 1) Program development, management and governance effectively support program delivery and decision making

Program activity 2 and Output 2 lead to the following immediate outcome:

  • 2) Individuals in need receive loans or contributions according to need in order to cover costs associated with admissibility, transportation, landing fees and other eligible expenses related to settlement; and loan recipients are fully aware of and understand the meaning and nature of the loan agreement they have signed.

Program activity 3 and Output 3 lead to the following immediate outcome:

  • 3) Collection services are accessible, effective, responsive to client needs and facilitate loan repayments.

Together, these three immediate outcomes lead to one intermediate outcome:

  • 1) Loans contribute to the settlement of recipients; loans are repaid in full and in a timely fashion; the advance from the Consolidated Revenue Fund is adequately replenished to sustain the Immigration Loan Program.

Ultimate and Strategic Outcomes

Together, these immediate and intermediate program outcomes lead to an ultimate outcome: Newcomers contribute to the economic, social and cultural development needs of Canada. This ultimate outcome aligns with two Departmental strategic outcomes: Newcomers and citizens participate in fostering an integrated society (primary), and Family and humanitarian migration that reunites families and offers protection to the displaced and persecuted (secondary).
