Problem Resolution continues to accept the RC161 by email with limitations. In addition to the taxpayer’s name on the form, only include the last three digits of the social insurance number (SIN) and omit the taxpayer’s address except for the last three digits of the postal code.

There are two options available when documents containing taxpayer information must be sent to Problem Resolution. The documents can either be sent by email, after removing taxpayer-specific information, or they can be submitted by fax without the need for any redaction of information. This procedure ensures that taxpayers’ personal information is protected. For a list of the regional Problem Resolution email addresses and fax numbers, please see further down below.

Submitting Form RC161 with electronic signature

Problem Resolution accepts electronic signatures from taxpayers on the PDF version of the RC161 found on Canada.ca.

To ensure the fillable PDF form is used correctly and all features – including electronic signatures – are accessible, it is important to follow these steps:

  1. Download the fillable RC161 PDF to your computer.
  2. Open the downloaded PDF using Acrobat Reader 10 or later.
  3. Avoid opening the PDF directly in your web browser, as this may limit functionality.

Please note that when a taxpayer submits an electronically signed form RC161 to their Member of Parliament, it is the constituency office’s responsibility to validate the taxpayer’s identity before sending it to their local Problem Resolution office. The taxpayer’s identity can be validated by obtaining a photo ID (i.e. a valid driver’s license or a health card).

Members of Parliament may experience staff turnover in their constituency offices. To ensure the security of taxpayer information, it is essential that the Authorized Constituency Office Staff Form is kept current and accurately reflects the authorized personnel for each MP office.

Whenever there are changes to staff – whether someone joins or leaves the office – MPs must submit an updated form to their local Problem Resolution (PR) office.
