Application: This is an order that applies to officers of the Canadian Armed Forces (CAF members).

2. Overview

Context

2.1 The direct entry officer (DEO) plan is an entry level plan which:

  1. is intended to enrol applicants who:
    1. are interested in pursuing a career in the CAF as an officer; and
    2. have completed a university degree in a suitable discipline;
  2. matches the educational qualifications of applicants with military occupations which can best utilize their education, experience or training;
  3. further develops existing qualifications, and employs enrolled applicants as general service officers (GSO) or specialist officers to assist the CAF in meeting the defence mission;
  4. complements other officer production plans; and
  5. is consistent with the Officership 2020 policy which requires all Regular Force officers to have an undergraduate degree.

Officer Categories and Employment

2.2 A DEO is either a GSO or a specialist officer. The following table summarizes DEO employment when holding the rank of Colonel/Captain(N) or below:

normally in positions relating to their military occupation, especially at the lower rank levels.

3. Plan Requirements

General

3.1 Military occupations open to DEO applicants are subject to officer production requirements.

3.2 Educational requirements determine if an applicant may apply for enrolment as a GSO or a specialist officer.

3.3 An officer who enrols under the DEO plan has the designation "DEO" for purposes of the Human Resources Management System.

educational requirements

  • a degree in a suitable discipline from a Canadian university, or an equivalent recognized degree from a foreign university or education institution; and
  • other additional qualifications in accordance with the occupational specifications set out in A-PD-055-002/PP-001, Canadian Forces Manual of Military Occupational Structure - Occupational Specification.

Post Enrolment

3.5 After enrolment, a DEO normally attends basic officer training, second language training and military occupation training.

6. Responsibilities

Responsibility Table

  • identifying DEO production requirements for assigned military occupations;
  • recommending changes to the Long Range Planning Model (LRPM) percentage makeup of DEO in assigned military occupations; and
  • conducting military occupation training and second language training for assigned military occupations.

Director General Military Personnel

  • establishing occupational specifications.

DMP Pol

  • establishing selection standards.

Director Personnel Generation Requirements

  • determining production requirements in consultation with the appropriate military occupation authorities and advisers; and
  • approving changes to the LRPM.

CAF Recruiting Group Headquarters

  • conducting selection boards for DEO applicants as required;
  • consulting with appropriate authorities to:
    • determine the suitability of an applicant's degree and qualifications for occupation assignment; and
    • assign pay level and incentive pay category; and
  • approving enrolment.

CAF Leadership and Recruit School

  • conducting basic officer training;
  • conducting review boards for training failures; and
  • completing form CF 377, Course Report.
