Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and its regulations.
The purpose of this Compliance Verification (CV) project was to verify industry’s compliance of children’s toys with the chemical requirements of the Toys Regulations and the Consumer Products Containing Lead Regulations.
For this project, compliance of select children’s toys was determined through an evaluation process where Health Canada inspectors visited establishments both online and in-person and used X-Ray Fluorescence analyzers to screen relevant products. Compliance with the requirements listed under the Regulations was verified through testing at the Product Safety Laboratory.
Prior to initiating inspections, the CPSP carried out a market survey to determine the presence of establishments selling, importing, or manufacturing children’s toys in Canada. Targets were then selected from that survey.
Over the course of the 2024-2025 fiscal year, chemical testing of 35 different products was carried out, where all samples were imported products. The testing resulted in 1 recall. There were 34 instances where no corrective action was required.
