Application for Refugee Sponsorship

Note: Quebec has its own process for sponsoring refugees.
We’re only accepting applications to sponsor Sudanese refugees
Starting April 30, 2025, we’ll accept 160 applications from groups of five and community sponsors to sponsor Sudanese refugees. A refugee status determination document is not required.
We aren’t accepting other group of five or community applications.
You can’t submit other applications right now as a group of five or a community sponsor. We will continue to process applications that have already been submitted.
Types of sponsors
Sponsorship Agreement Holders
Sponsorship agreement holders are religious, ethnic, community or service organizations that have signed agreements with the Government of Canada to help support refugees from abroad when they come to Canada, and are already approved to sponsor refugees.
Groups of Five
Groups of Five are five or more Canadian citizens or permanent residents over the age of 18 who can sponsor refugees to come to Canada to settle in their local community. A Group of Five provides a settlement plan and proves it has the money to sponsor a refugee for 1 year.
Community Sponsors
A Community Sponsor is an organization, association or corporation that can sponsor refugees to come to Canada. A Community Sponsor provides a settlement plan and proves it has the money to sponsor a refugee for 1 year.
The organization, association or corporation doesn’t need to be incorporated under federal or provincial law.

For Sponsorship Agreement Holders
When all the forms are filled in, put your forms with the principal applicant’s forms. Submit all the forms together.

Sponsorship forms
Different sponsorship forms are needed depending on the SAH’s assigned risk management plan.
Plan A:
- Sponsorship Undertaking and Settlement Plan – Sponsorship Agreement Holders (SAH) (IMM 5373) (opens in a new tab)
- Sponsor Assessment (IMM 5492) (opens in a new tab) if applicable, for the CG Signing Authority, the organizational co-sponsor’s Signing Authority and the individual co-sponsor(s)
The following form must be completed for each sponsorship undertaking and kept on file. It does not need to be submitted to IRCC unless we ask for it:
- Settlement Plan – Sponsorship Agreement Holders (SAH) – Risk Management Plan A (IMM 5440) (opens in a new tab)
Supporting documents required for assessment:
- Proof of Canadian Citizenship, Indian Status or Permanent Residence if applicable, for the CG Signing Authority, the organizational co-sponsor’s Signing Authority and the individual co-sponsor(s)
Plan B:

- Financial Profile (IMM 5373B) (opens in a new tab) for each individual co-sponsor contributing personal income or contributing to the trust account
Supporting documents required for assessment:
- Proof of Canadian Citizenship, Indian Status or Permanent Residence if applicable, for the CG Signing Authority, the organizational co-sponsor’s Signing Authority and the individual co-sponsor(s)
- Proof of Funds: in trust, personal income or both
Refugee Forms and supporting documents
Note: The IMM 0008 and IMM 5669 can be completed directly in the PR portal. Do not use the PDF versions of these forms if you are submitting through the portal. Further instructions are available at Step 7 in the Guide.
- Generic Application Form for Canada [IMM 0008] (PDF, 1.91 MB) for the PA and all family members, whether accompanying or not.
The following forms and documents must be provided for the PA and each family member who is 18 years old and over, whether they are accompanying or not. They are not required for individuals whose whereabouts are unknown:
- Schedule A - Background/Declaration (opens in a new tab) for the PA and each family member who is 18 years old and over, whether accompanying or not.
- Schedule 2: Refugee Outside Canada (IMM 0008/Schedule 2) (opens in a new tab) for the PA and each family member who is 18 years old and over, whether accompanying or not.
- Photos for the PA and each of their family members, whether accompanying or not.
- If available, ID documents for the PA and their family members, whether accompanying or not.
- If available, any other applicable supporting documents for the PA and family members (whether accompanying or not), such as but not limited to civil documents such as marriage certificates and birth certificates, diplomas, membership cards and military documents.
Other forms, if applicable
These forms need to be completed if you are appointing an immigration representative or a representative in expected community of settlement:

- Photo ID with the representative’s address in the expected community of settlement
The following form needs to be completed if you are making changes to the SAH’s representatives on file with IRCC:
- SAH Change of Contact form (IMM 0193) (opens in a new tab) This form must be submitted to the PSR mailbox at IRCC.RASOPSR-PPPROSRA.IRCC@cic.gc.ca from the primary SAH email address and will be used to update the central information on your file. Do not submit this form to ROC-O.
