Don’t become a victim of fraud!

For this temporary measure, we collect fees when an application is submitted through the IRCC Portal. Be cautious of suspicious sources offering to sell a unique reference code or making promises to help you leave Gaza. There are no agents or consultants acting on our behalf. Learn more about avoiding fraud.

There are 3 stages to apply for a temporary resident visa (TRV) under these special measures.

Stage 1: Complete the statutory declaration form and the consent to disclose personal information form

About the statutory declaration form

The statutory declaration form is a document that is used to confirm the anchor’s intention to provide support to you and the family members who come with you to Canada through these measures. It lists the specific support that is expected from the anchor.

How to complete the statutory declaration form

The anchor must download and complete the below statutory declaration form (IMM 5992).

The form must be signed in the presence of an authorized official (for example, a lawyer, commissioner of oath or justice of the peace). This can be done in person or remotely.

The anchor must complete a separate statutory declaration for each family unit.

The consent to disclose personal information form must be completed and included in stage 3 of your application for us to move forward with your application.

If you wish to exit Gaza, the governments of Israel and Egypt require that the following detailed information for every traveller be provided to them in advance:

This information will also be shared with Canadian federal organizations and service providers in the region who may assist in your departure.

We require your consent to disclose this information. If you do not consent to sharing this information, Canada will not be able to seek approval from the local authorities for your departure from Gaza. Although we will take steps to protect your personal information, the Government of Canada cannot give assurances as to how that information will be protected, used or further disclosed once it is shared. The names of and information related to individuals approved to cross the Rafah border are often published online by the Rafah news authority. 

The Government of Canada will put forward your name to the governments of Israel and Egypt for approval, but does not ultimately decide who can leave Gaza.

How to complete the consent to disclose personal information form

You or your representative (someone applying on your behalf such as your anchor, another family member, a friend or a paid representative) must follow the instructions based on your situation.

Situation A

I, [Insert name of applicant and date of birth], authorize [Insert name of representative], who is my [Indicate paid representative/family/friend/ or anchor] to serve as my representative and to submit an application under the Temporary Public Policy to Facilitate Temporary Resident Visas for Certain Extended Family affected by the Crisis in Gaza on my behalf with Immigration, Refugees and Citizenship Canada and the Canada Border Services Agency. I confirm that I have provided all required information pertaining to my application to my representative. I authorize Immigration, Refugees and Citizenship Canada and the Canada Border Services Agency to release information from my case file and that of my family members under 18 years of age to my representative. This authorization is in accordance with the Privacy Act. I am aware that any information that would be subject to exemption, if I had the right of access under the Privacy Act or the Access to Information Act, will likely not be released.

I also solemnly declare that I understand the information my representative has provided in this application, and I confirm that the questions in the application are answered fully and truthfully. I consent for my representative to affix their signature to my application, by typing their name in the application form.

I further give my consent to the disclosure by the Government of Canada of my full name, date of birth, sex (as per ID), passport or national ID details, mobile phone number and current location by district to other Canadian federal departments, the governments of Israel and Egypt, as well as any service providers assisting the Government of Canada. I also consent on behalf of any of my family members that are minors. I understand that my adult family members will be providing their own consent.

I understand that my information may be shared on a list in a public forum.

I understand that the Government of Canada accepts no responsibility or liability for any further use of my information by the governments of Israel and Egypt, as well as service providers, or disclosure of my information by these organizations to other parties, including other governments or government entities.

I understand that the Government of Canada is not responsible for any losses or injuries I or my family members may suffer in the course of this transit.

I understand that disclosing my personal information will not guarantee that I will be permitted to leave Gaza. I also understand that even if the Government of Canada facilitates my travel from Gaza to Egypt, this does not guarantee onward travel to Canada if I am subsequently deemed not to be eligible or admissible to Canada.

I confirm my consent and the consent of my family members who are minors to the above representation and disclosure by the Government of Canada. I declare that I have read and understood all the statements on this form, and have asked and obtained an explanation for every point that was not clear to me.

By providing the following personal information, I am indicating consent to the disclosure and this information will constitute my official signature.

Stage 2: Submit a crisis web form

This stage can be completed by you or by your representative (someone applying on your behalf, such as your anchor, another family member, a friend or a paid representative).

If you’re applying for more than 1 family unit, you must submit a separate crisis web form for each family unit. You can use the same email account to submit multiple forms for different family units.

Get the required documents ready

The documents below must be included in your web form application or it will be considered incomplete and rejected.

Documents Notes
Statutory declaration form The form must be signed in the presence of an authorized official (for example, a lawyer, commissioner of oath or justice of the peace). This can be done in person or remotely.
A copy of 1 government-issued identification from the anchor

Examples include

  • bio-data page of their Canadian passport or
  • permanent resident card (PR card)
A copy of 1 of the anchor’s proof of status in Canada

Examples include

  • bio-data page of their Canadian passport
  • PR card
  • Canadian citizenship certificate or card (both sides of the card)
  • Canadian birth certificate or
  • Confirmation of Permanent Residence or Record of Landing (IMM 1000)
A copy of the anchor’s proof that they live or intend to live in Canada

Examples include

  • driver’s licence or
  • provincial health card

If the anchor is not currently living in Canada, they must provide a letter with details on how they intend to live in Canada.

Complete the crisis web form

Follow these steps to submit a crisis web form.

If you’re a representative and you’re applying for more than 1 family unit, you must submit a separate crisis web form for each family unit.

  1. When asked “What do you need to do?”, select the option Gaza special measures – Apply for a temporary resident visa for extended family members.
  2. Complete the required fields.
    • If a representative is applying on behalf of you and your family members, they should complete the web form using their information.
  3. In the text box under “Tell us about your situation” list the full names of the anchor as well as every person in your family unit that is applying for a TRV under these measures.
  4. Upload the required documents listed above.
    • If your documents are too large and go over the maximum file size allowed, you need to reduce the file size.
  5. Review your web form to make sure everything is accurate.
  6. Read the consent and disclaimer and check the box.
  7. Submit the form.
  8. If you’re a representative and you’re submitting a crisis web form for more than 1 family unit, start again at step 1 and complete a new crisis web form for the next family unit.

Get your unique reference code

After you submit the web form, we’ll review it to make sure you included all the required information and documents.

If your submission meets the requirements, we’ll send you an email with your unique reference code.

Make sure to check your junk or spam mail.

Each eligible applicant who was listed in the statutory declaration (IMM 5992) will get their own unique code.

Important

If your submission does not meet the requirements, we’ll email you a letter explaining why your submission was rejected.

Stage 3: Complete your TRV application

Apply for a new TRV using the IRCC Portal

This stage can be completed by you or your representative (someone applying on your behalf, such as your anchor, another family member, a friend or a paid representative).

If you’re a representative:

If you’re an authorized paid representative, make sure to use the Authorized Paid Representatives Portal to apply for a TRV for your client.

Before starting this stage of the application process, you must have your unique reference code or codes ready. The codes must be used when completing this stage of the process.

Important

  • After you get your reference code, you should submit a complete TRV application quickly, as the code does not guarantee you a space.
  • Use only 1 reference code and submit 1 TRV application for yourself even if you receive more than 1 code. Discard any additional unused codes that were assigned to you.
  • If all available spaces are filled before you submit your complete application, your application will not be processed under this temporary public policy.

Get the required documents ready

The below documents are all required and must be included in the TRV application, even if a document is listed under the “Optional documents” section. If you don’t submit these documents with your application, it will be rejected. Documents written in a language other than French or English must be translated.

Translation of documents

You must include the following along with any document that is not in English or French:

Translations may be done by:

  • a person who is fluent in both languages (English or French, and the unofficial language); or
  • a Canadian certified translator (a member in good standing of a provincial or territorial organization of translators and interpreters in Canada).

If the translation isn’t done by a Canadian certified translator, the person who completed the translation must provide an affidavit swearing to their language proficiency and the accuracy of the translation.

The affidavit must be sworn in the presence of:

Authority to certify varies by province and territory. Consult your local provincial or territorial authorities.

Outside of Canada:

  • a notary public

Authority to administer oaths varies by country. Consult your local authorities.

This includes a parent, guardian, sibling, spouse, common-law partner, conjugal partner, grandparent, child, aunt, uncle, niece, nephew and first cousin.

 Note: An affidavit is a document on which the translator has sworn, in the presence of a person authorized to administer oaths in the country where the translator is living, that the contents of their translation are a true translation and representation of the contents of the original document. Translators who are certified in Canada don’t need to supply an affidavit.

This form is required if someone else is completing and submitting the application on behalf of you and your family.

If you’re not able to sign this form and your representative is submitting on your behalf, your representative should complete sections A and B of the form. The representative should leave section D blank.

Know the fees you need to pay

The fees include

  • the TRV application processing fee
    • CAN$100 per person, or
    • CAN$500 per family unit of 5 or more people
  • the biometrics fee for anybody who needs to give biometrics
    • CAN$85 per person, or
    • CAN$170 per family unit of 2 or more people applying at the same time

You don’t have to pay the fees yourself. You can have somebody else pay the fees as long as an acceptable method of payment is used. We accept credit cards and prepaid cards from Visa®, MasterCard®, American Express®, JCB® and UnionPay®.

Log in to the IRCC Portal

You must use the IRCC Portal to apply for a temporary resident visa. If you don’t have an IRCC Portal account, you need to create an account first. You can use the same account for each applicant.

If you’re a representative (someone applying on behalf of the applicant such as their anchor, another family member, a friend or a paid representative) be sure to identify yourself as a representative when you’re asked during the TRV application.

After creating your account, log in and follow these steps:

  1. Under “Start an application:” select “Apply to visit, study or work in Canada as a temporary resident
  2. Check the acknowledgment checkbox and click the “Start application” button
  3. If you’re applying for more than 1 person, answer “Yes” to the question “Do you want to apply for more than 1 person at the same time?
    • On the “Manage group page”, click the “Add member” button for each person in the family unit that is applying.
    • Click the “Continue” button for each applicant to start filling out their application. One TRV application must be completed for each person in the family unit.
    • The names of each group member will update automatically once their information has been entered into the application.
  4. Under “I want to apply for a:” select “Visitor visa or super visa
  5. Under “Why do you need a visa?” select 1 of the below options (depending on the person in group 1’s relationship to the anchor)
    • To visit my spouse, common-law partner, dependent child, parent, step-parents, guardian or tutor who is a Canadian Citizen, person registered under Canada’s Indian act or permanent resident of Canada
    • To visit my grandparent, grandchild, sibling, half-sibling, step-sibling or non-dependent child who is a Canadian citizen, person registered under Canada’s Indian Act or permanent resident of Canada
  6. In the “Tell us about what you’ll do in Canada. Include dates” text box, enter the applicant’s unique reference code.
    • You can find the code in the letter we sent you after you submitted the crisis web form.
    • Enter 1 code per applicant.
    • If more than one person is applying for a TRV, each applicant must use the unique reference code that was assigned to them.
  7. On the “Documents to support your application“, page upload the required documents in the fields listed above.
  8. Complete the consent and declaration.
  9. Complete the application for each member of your group.
  10. Pay any applicable fees with a credit card.
  11. Submit your application.
    • A family unit can submit their TRV applications together as a group.
  12. If you’re applying for more than 1 family unit, you need to start another application. Start again at step 1 and complete the TRV applications for the next family unit.

To ask us to process your existing TRV application under these measures, you need to update your application and send us the required documents.

This stage can be completed by you or your representative (someone applying on your behalf such as your anchor, another family member, a friend or a paid representative).

Before starting this stage, you must have your unique reference code. You must use the code for this stage of the process.

  • After you get your reference code, you should submit your request to us quickly, as the code does not guarantee you a space.

  • If all available spaces are filled before you update your application and send us the required documents, your application will not be processed under this temporary public policy.

You must use the IRCC web form to

  • update your existing TRV application
  • send us the required documents

This is a different web form than the one that was used in stage 2.

When completing the web form, you must include the below information:

  • applicant’s full name
  • applicant’s date of birth
  • application number or UCI for the existing TRV application
  • the keyword GAZATRV23 must be included in the text box at the bottom of the form
  • the unique reference code that was issued to you must be included in the text box at the bottom of the form
