Spouses and common-law partners of temporary workers who applied for permanent selection under the Programme de sélection des travailleurs qualifiés in Quebec

You may be able to apply for an open work permit if you meet the eligibility criteria.

If your spouse or common-law partner (the principal applicant) has already applied for a work permit, you can still apply for this permit separately from them.

Who’s eligible

To be eligible for this work permit, you must meet all the following requirements:

  • Your spouse has applied or will apply for a work permit under the public policy for temporary workers who applied for permanent selection under the Programme de sélection des travailleurs qualifiés (PSTQ) in Quebec.
  • You meet the definition of a spouse  or common-law partner .
  • You’ve been included as an accompanying family member in the demande de sélection permanente (permanent selection application) under the PSTQ.
  • You’re submitting a new work permit application or a work permit renewal application.
  • You must meet one of the following conditions:
    • You have valid temporary resident status (as a worker, student or visitor), or you applied to renew your status before it expired (maintained status ).
    • You’re out of status, but you’re eligible for restoration and are applying to restore your status .
    • You’ve left Canada, and your temporary resident status (as a worker, student or visitor) expired less than 90 days ago.

Dependent children are not eligible for this work permit.

Steps to apply for your work permit

You must apply online for this work permit.

Who’s eligible to apply on paper

You’re eligible to apply on paper if you

  • have a disability that prevents you from applying online
  • hold an identity or travel document issued to non-national residents, refugees or stateless persons

To apply online, you need

  • a scanner or camera to create electronic copies of your documents
  • a valid credit or debit card
  1. Create an account or sign in

    You need an account to apply online. You can use your account to

    • submit your application forms
    • check your status
  2. Get your document checklist

    To get the right document checklist, answer the appropriate questions in the online account, depending on where you’re applying from.

    If you’re in Canada
    • Select “Temporarily – more than 6 months,” when asked “How long are you planning to stay in Canada?” 
    • Select “Worker” or “Visitor” when asked “What is your current immigration status in Canada?”
      • If you’re a student, select “Worker.”
    • Select “Yes,” when asked “Does one of the following apply to you?”
      • I am subject of a removal order that is unenforceable
      • I applied for a study or work permit before entering Canada which was approved, but not issued at a port of entry; or
      • I am in primary or secondary school, or a visiting or exchange student, in Canada with visitor status.
      • I am applying for an open work permit under an active public policy or pilot program announced by IRCC.
      • I am a student who has completed a program of study that is a prerequisite to my enrolment at a designated learning institution with visitor status in Canada; or
      • I applied for permanent residence and was found eligible (first stage approval) under one of the following classes:
        • Spouse or Common-law Partner in Canada
        • Humanitarian and Compassionate cases
        • Protected Persons in Canada
        • Live-in Caregiver in Canada
    • Select “Yes,” when asked “Are you
      • a spouse, common-law partner or dependent child of a foreign worker who holds a valid work permit or is approved for a work permit. Not all family members of workers are eligible. Check if you are eligible to apply for an open work permit;
      • a person who holds a temporary resident permit that is valid for 6 months or more;
      • a person who applied for permanent residence to an office in-Canada and was determined to be eligible for permanent resident status (first stage approval); or
      • a person who applied for permanent residence in a program under Express Entry and is applying for a bridging open work permit
    If you’re outside Canada

    You can apply for this work permit only from outside Canada if your status was valid in Canada for 90 days or less before submitting your application. 

    • Select “Temporarily – more than 6 months,” when asked “How long are you planning to stay in Canada?” 
    • Select “Yes,” when asked “Will you be coming to Canada under an active public policy or special measure announced by IRCC?”
  3. Fill out the form and upload your documents

    You need to complete the correct application form, depending on where you’re applying from:

    You must type the code PPTR2PRQC2026 in the Job Title field of the IMM 5710 or IMM1295 form.

    If you’re applying to restore your status

    Using the same form, you can

    • apply to get a work permit
    • restore your status

    In the first section of the form, under question 3, “I am applying for one or more of the following:” choose “Restore my status as a worker.”

    Documents to upload

    In your online account, upload the following documents in the Client Information field:

    • proof you’re included in the demande de sélection permanente (DSP) of the principal applicant (Récapitulatif of the DSP provided by MIFI)
    • proof that the principal applicant has received a work permit under this public policy—if you’re applying separately
    • proof of relationship

  4. Pay your fees

    At the end of your application, we’ll ask you to pay the following fees with a valid credit card or debit card:

    • work permit processing fee ($155 per person)
    • open work permit fee ($100 per person)
    • biometrics fee ($85 per person) if applicable
    • restoration fee ($246.25 per person) if applicable
  5. Submit a complete application

    Submit your application once you have

    • completed all the forms
    • provided all the required documents
    • paid your fees
