Ombud Update: Cadets: An Investigation of the Support Provided to Cadets Who Suffer an Illness or Injury as a Result of a Cadet Activity

In 2016, we released Cadets: An Investigation of the Support Provided to Cadets Who Suffer an Illness or Injury as a Result of a Cadet Activity, a systemic review of the Canadian Cadet Program. Our investigation revealed gaps in the support available to Cadets and their families in the event of serious injury or death during approved cadet activities.

We made four recommendations to address these issues and improve fairness and access to entitlements. Today, we are pleased to share that all four recommendations have been fully implemented—ensuring a more responsive and supportive system for Cadets and their families.

The well-being of Cadets—and all members of the Defence community—is of the highest importance. We are pleased to see that the senior leadership of the Department of National Defence and the Canadian Armed Forces responded to our recommendations with tangible actions to improve supports for Cadets in the event of injury. All Cadets, Junior Canadian Rangers and volunteers of the Cadets and Junior Canadian Rangers Group (CJCR Gp) are now covered through the CJCR Gp Accidental Death and Dismemberment and General Liability Insurance. Cadets are also now compensated and supported in the event of an illness or injury related to their activity. Additionally, processes and resources have been established to address inquiries from Cadets, JCRs, and parents/guardians regarding entitlements following the reporting of a cadet activity–related injury.

Although we’re not pursuing further follow-up on these specific recommendations, we remain committed to monitoring the fair and respectful treatment of cadets and addressing any concerns that arise. We commend the efforts undertaken and encourage continued collaboration to ensure that no Cadet is left unsupported in their time of need.
