PrairiesCan is here to support you in making your priorities a reality.

For platform and/or mandate letter commitments that PrairiesCan leads, the department will work with you to secure policy, funding, and implementation approval.

Policy approval

  • For initiatives led through PrairiesCan, the department prepares a Memorandum to Cabinet (MC) for decision on policy authority. This work will also involve collaboration with other federal departments as well as the Privy Council Office, Finance Canada, and Treasury Board Secretariat.

Funding approval

  • If new funding is required, PrairiesCan will prepare a funding request for you to present to the Minister of Finance (usually as part of Budget or the Fall Economic Statement).
  • Funding approval is a two-step process. The Minister of Finance will take a decision, with the advice of Finance Canada. Then, the Prime Minister will make a final decision, upon the advice of the Privy Council Office.

Implementation approval

  • Once policy and funding approval are obtained, PrairiesCan will work with Treasury Board Secretariat to draft a Treasury Board Submission (TB Sub) to seek access to the approved funds.
  • The TB Sub presents a comprehensive outline of how the initiative will be delivered and how results will be tracked/reported.
  • If approved by the Treasury Board, PrairiesCan will be able to seek the funds through regular government supply processes and begin implementing the approved course of action (seeking Ministerial approval of proposed projects).
