Air Traffic Control (AI)

Air Traffic Control (AI) Group Definition
Pursuant to section 101 of the Public Service Reform Act, the Treasury Board of Canada hereby provides notice that the following definition shall apply to the Air Traffic Control Group effective .
The Air Traffic Control Group comprises positions that are primarily involved in the development and enforcement of legislation, regulations, standards and policies dealing with the provision of air traffic control services.
Inclusions
Notwithstanding the generality of the foregoing, for greater certainty, it includes positions that have, as their primary purpose, responsibility for one or more of the following activities:
- the evaluation and inspection of air traffic control systems, equipment, procedures and standards;
- the approval of training programs and issuance of licences and certificates to persons or entities as delegated through legislation;
- the analysis and evaluation of proposals from NAV CANADA and other air traffic control service providers;
- the provision of technical expertise and recommendations on air traffic control matters;
- the design, development or delivery of technical training related to the above activities; and
- the leadership of any of the above activities.
Exclusions
Positions excluded from the Air Traffic Control Group are those whose primary purpose is included in the definition of any other group.
Also excluded are positions in which there is no requirement for the incumbent to have an air traffic control licence.
Air Traffic Control – Non-Operational (AI-NOP) Subgroup Definition
This sub-group consists of positions where there is no requirement to work in a control position or to have a direct input into control activities.
Inclusions
Positions included in this sub-group are those in which one or more of the following activities are of primary importance:
- the management of activities related to the provision of Air Traffic Services;
- the planning, development and evaluation of ATS systems, equipment, procedures, standards and separation minima or the maintenance of civil and military liaison related to air traffic control as well as the supervision of these activities;
- the planning, development, conduct or supervision of technical training for the provision of air traffic control service.
Exclusions
Positions having the primary responsibility for control activities or having a direct input into control activities performed in a Control Tower, a Terminal Control Unit (TCU) an Area Control Centre (ACC) or in an Altitude Reservation Unit (ARU).

Aircraft Operations (AO) Group Definition
Pursuant to section 101 of the Public Service Reform Act, the Treasury Board of Canada hereby provides notice that the following definition shall apply to the Aircraft Operations Group effective .
The Aircraft Operations Group comprises positions that are primarily involved in inspecting, licensing and regulating aircraft, aviation personnel, air carriers, aircraft operators, airports and supporting facilities; determining certification; developing aviation legislation, standards and information and ensuring compliance with them; and piloting aircraft.
Inclusions
Notwithstanding the generality of the foregoing, for greater certainty, it includes positions that have, as their primary purpose, responsibility for one or more of the following activities:
- the performance of the following activities for which recent experience in piloting an aircraft is required:
- the determination of requirements and the development of operational procedures, navigational and instrument approach facilities and landing systems;
- the determination of aviation operational requirements for airports, support facilities, weather services, air traffic control services, air navigation and communication operations;
- the investigation of aviation occurrences, the conduct of safety studies, and the identification of and the communication of information relating to safety deficiencies;
- the enforcement of aviation legislation to ensure an adequate level of safety for the national civil air transportation system;
- the validation and dissemination of aeronautical information and the planning and management of civil air transportation systems during contingency periods; and
- the advancement of aviation safety has provided for in Canadian Transportation Accident Investigation and Safety Board Act and Regulations;
- the delivery of staff training to ensure the maintenance of operational standards;
- the conduct and management of test flights of fixed and rotary wing aircraft for the purpose of determining compliance with airworthiness standards;
- the piloting of helicopters for shipboard or land-based helicopter operations for all Canadian Coast Guard requirements;
- the planning, evaluation and management of helicopter operations, systems and activities; and
- the leadership of any of the above activities.
Exclusions
Positions excluded from the Aircraft Operations Group are those whose primary purpose is included in the definition of any other group.
Also excluded are positions in which experience as an aircraft pilot and a valid pilot’s licence are not mandatory.
Aircraft Operations – Civil Aviation Inspection (AO-CAI) Subgroup Definition
This sub-group is composed of positions performing the following duties to which piloting aircraft is fundamental:
- license, inspect and regulate airports and support facilities, aircraft operators, air carriers, aircraft and aviation personnel;
- determine requirements and development of operational procedures, navigational and instrument approach facilities and landing systems;
- determine aviation operational requirements for support facilities, weather services, air traffic control services, air navigation and communication operations;
- develop aviation legislation, standards and information;
- investigate aviation occurrences, conduct safety studies and develop safety recommendations;
- determine aviation operational requirements, enforce compliance with aviation legislation and ensure that an adequate level of safety is provided for the National Civil Air Transportation system;
- validate and disseminate aeronautical information and plan and manage civil air transportation systems during contingency periods; and
- advance aviation safety.
Exclusions
Positions for which the primary responsibility is helicopter flight operations or as a test pilot are excluded from this sub-group.
Aircraft Operations – Engineering Test Pilots (AO-ETP) Subgroup Definition
This sub-group consists of positions having the primary responsibility for the test flying and flight test management of fixed and rotary wing aircraft for the purpose of determining compliance with Airworthiness Standards.
Exclusions
Positions in which the duties include flying fixed wing aircraft for inspection or reasons other than test flying are excluded from this sub-group.
Aircraft Operations – Helicopter Pilots and Supervisors (AO-HPS) Subgroup Definition
This sub-group consists of positions responsible for piloting helicopters for shipboard or land-based helicopter operations for all Coast Guard requirements; for the planning, evaluation, supervision and management of helicopter operations, systems and activities; for training staff and ensuring the maintenance of operational standards.
Exclusions
Positions with primary responsibility for the inspection of rotorcraft operations and the investigation of aviation occurrences involving rotorcraft are excluded from this sub-group.
Commerce and Purchasing (CP)

Commerce and Purchasing (CP) Group Definition
Pursuant to paragraph 11.1(1)(b) of the Financial Administration Act, the Treasury Board of Canada hereby provides notice that the definition of the Commerce and Purchasing (CP) Group is effective September 28, 2023.
The Commerce and Purchasing Group comprises positions that are primarily involved in the planning, development, delivery and management of economic development policies, programs, services and other activities; and the planning, development, delivery and management of policies, programs, systems or other activities dealing with purchasing and supply in the Public Service.
Inclusions
Notwithstanding the generality of the foregoing, for greater certainty, it includes positions that have, as their primary purpose, responsibility for one or more of the following activities:
- the planning, development, delivery and management of economic development policies, programs, services and other activities designed to promote the establishment, growth and improvement of industry, commerce and export trade; and the regulation of trade and commerce including:
- the promotion of the more efficient use of resources in particular geographic areas through the conduct of studies and investigations and the implementation of programs and projects for this purpose;
- the promotion of the development and use of modern industrial technologies;
- the promotion of economic development directed towards groups, regions, industries or the Canadian economy as a whole;

- the planning, development, delivery and promotion of Canada’s diplomatic, commercial, human rights, cultural, promotional and international development policies and interests in other countries and in international organizations through the career rotational foreign service;
- applying a comprehensive knowledge of communications theories and principles to departmental communication policies, products or plans;
- the writing of specifications and technical descriptions that require the continuing application of technical knowledge; and

Pursuant to paragraph 11.1(1)(b) of the Financial Administration Act, the Treasury Board of Canada hereby provides notice that the Financial Management (FI) group and portions of the Program and Administrative Services (PA) Group (AS internal audit) and the Audit, Commerce and Purchasing (AV) Group (AU external audit) are replaced by the Comptrollership (CT) Group, effective March 9, 2019, as defined and published in Part I of the Canada Gazette.
The Comptrollership group comprises positions that are primarily engaged in internal audits, financial management and external audits.

The Comptrollership group includes only those positions that have, as their primary purpose, responsibility for one of the following activities:

- the application of a comprehensive knowledge of economics, sociology or statistics to the conduct of economic, socio-economic and sociological research, studies, forecasts and surveys; the research, analysis and evaluation of the economic or sociological effects of departmental or interdepartmental projects, programs and policies; the development, application, analysis and evaluation of statistical and survey methods and systems; and the development, analysis and interpretation of qualitative and quantitative information and socio-economic policies and recommendations;

The External Audit subgroup comprises positions that are primarily involved in the application of a comprehensive knowledge of generally accepted accounting principles and auditing standards to the planning, delivery and management of external audit programs.

The External Audit subgroup includes only those positions that have, as their primary purpose, responsibility for one or more of the following activities:
- the application of a comprehensive knowledge of generally accepted accounting principles and auditing standards to the auditing of the accounts and financial records of individuals, businesses, non-profit organizations, or provincial or municipal governments to determine their accuracy and reasonableness, to establish or verify costs, or to confirm the compliance of transactions with the provisions of statutes, regulations, agreements or contracts;

Comptrollership - Financial Management Subgroup (CT-FIN) Subgroup Definition
The Financial Management subgroup comprises positions that are primarily involved in the planning, development, analysis, delivery or management of internal p ublic s ervice financial policies, programs, services or other related activities.
Inclusions
The Financial Management sub group includes only those positions that have, as their primary purpose, responsibility for one or more of the following activities:
- the development, delivery, interpretation, recommendation or revision of financial management policies, practices, principles, systems or techniques;
- the provision of advice on the financial implications of policy and program proposals and actions, including risk management and performance information and management, and the approval of the adequacy of financial safeguards in programs and activities;
- the design, planning, implementation, assessment or continuous monitoring of financial internal controls;
- the development and delivery of cost accounting models;
- the financial planning, analysis and reporting;
- the financial operations and services, such as the management of the accounting process and reporting of expenditures, revenues, assets or liabilities;

The Internal Audit subgroup comprises positions that are primarily engaged in planning, developing, conducting, or managing internal audit work, in accordance with the internal audit policy of the Government of Canada, to assess the effectiveness of risk management, control or governance processes.

The Internal Audit subgroup includes only those positions that have, as their primary purpose, responsibility for 1 or more of the following activities:
- conducting internal audits;
- developing, interpreting, assessing, recommending, or revising internal audit practices, guidelines, directives, or policies;

The Education and Library Science Group comprises positions that are primarily involved in the instruction of people of different age groups in school or in out-of-school programs; the application of a comprehensive knowledge of educational techniques to the teaching and counselling of students in schools and to the education, training and counselling of youths and adults in out-of-school programs, to the conduct of research and to the provision of advice related to education; and the application of a comprehensive knowledge of library and information science to the management and provision of library and related information services.

Positions included in this sub-group are those in which one or more of the following duties is of primary importance:
- the conduct of education research, such as curriculum or test research and development;
- the evaluation of course or program content and the planning and development of new programs;
- the evaluation of teaching methodology and of teacher performance;
- the direction of an education program, or part of a program;
- the provision of advice on any of the aforementioned duties;
- the supervision or direction of any of these duties.

Positions excluded from this sub-group are those in which one or more of the follow-ing duties is of primary importance:
- the teaching of an official or foreign language to members of the Canadian Public Service, or the supervision of these duties by senior teachers or principals;
- the teaching of elementary, secondary or vocational subjects in Indian and northern schools and academic, technical and vocational subjects in other Canadian Government institutions;
- the teaching of classes in literacy and adult education in Indian and northern communities;
- the counselling of Indian students and students in northern communities;

Education – Elementary and Secondary Teaching (ED-EST) Subgroup Definition
The teaching and counselling of students in elementary and secondary schools; the teaching and counselling of youths and adults; the supervision of teaching and counselling activities.

Positions included in this sub-group are those in which one or more of the following duties is of primary importance:
- the teaching of elementary, secondary or vocational curricula in Indian and northern schools and academic, technical and vocational subjects in other institutions of the Public Service of Canada;
- the teaching of classes in literacy and adult education in Indian and northern communities;
- the counselling of Indian students and students in northern communities;
- the supervision of any of the above duties as provided by department heads, assistant principals and principals in Indian and northern schools and by their counterparts in other institutions of the Public Service of Canada.
Exclusions
Positions excluded from this sub-group are those in which one or more of the follow-ing duties is of primary importance:
- the direction of an education program, or part of a program;
- the planning, development or evaluation of education programs such as elementary and secondary teaching, language teaching, vocational training, adult education, literacy education and health education;
- the conduct of educational research, the development of curricula or tests, or the provision of advice;
- the teaching of an official or a foreign language to members of the Canadian Public Service, or the supervision of these duties by senior teachers or principals.
Education – Language Teaching (ED-LAT) Subgroup Definition
The teaching, or the supervision of the teaching, of an official or a foreign language to members of the Public Service of Canada and such other persons as may be authorized from time to time.

Pursuant to paragraph 11.1(1)(b) of the Financial Administration Act, the Treasury Board of Canada hereby provides notice that the definition of the Applied Science and Engineering Group, effective , as published in Part I of the Canada Gazette on , is amended and replaced by the following definition that shall apply to the Architecture, Engineering and Land Survey Group effective .
The Architecture, Engineering and Land Survey Group comprises positions that are primarily involved in the application of comprehensive scientific and professional knowledge to a program involving one of the following: architecture, landscape architecture, urban and rural planning, engineering and land surveying.
Inclusions
Notwithstanding the generality of the foregoing, for greater certainty, it includes positions that have, as their primary purpose, responsibility for one or more of the following activities:
- the conceptual and detailed planning of buildings and related works, the planning and design of outdoor environments for human use, the development of codes and standards, and the management and monitoring of construction projects;
- the planning, design, construction or maintenance of physical or chemical processes, systems, structures or equipment; and the development or application of engineering standards or procedures including:
- the planning, design, construction or maintenance of buildings, equipment, structures or systems such as transportation, telecommunications, utilities or water use projects;
- the planning or conduct of environmental engineering services such as heating and air conditioning, or lighting;
- the planning or conduct of engineering works or studies concerned with the control of such matters as radio wave frequency usage, product quality, industrial safety or electrical utilities;
- the planning or conduct of engineering works or studies concerned with environmental problems related to air, water or land resources, where a comprehensive knowledge of engineering is the prime requirement;
- the planning or conduct of site exploration, development or engineering works control surveys;
- the conduct of cost-benefit or feasibility studies; and
- the development or modification of physical systems or equipment for use in special purpose computer systems applications where a comprehensive knowledge of engineering is the prime requirement;
- the analysis or development of land survey, mapping or charting systems; the theory and development of remote sensing technologies; satellite and space-based technology data acquisition systems; and the acquisition, management, transformation, dissemination and application of geospatial data in post processing and real-time; the planning, conduct or evaluation of control, digital mapping or charting systems; and the planning or conduct of legal surveys of real property;
- the planning and conduct of studies, the evaluation and interpretation of information and scientific research papers, reports, contracts or agreements, and the provision of advice in the above programs;
- the planning, co-ordination and management of technology transfer in any of the above activities; and
- the leadership of any of the above activities.
Positions included in the Architecture, Engineering and Land Survey Group may also be engaged, in part, in research in one of the programs involving architecture, engineering and land surveying.

Office Equipment – Calculating Equipment Operator (OE-CEO) Sub-group Definition
The primary duties of positions in this sub-group are to make computations by use of keyboard calculating machines. A number of clerical duties, such as sorting and checking documents, may be performed.
Office Equipment – Duplicating Equipment Operator (OE-DEO) Sub-group Definition
The primary duties of positions in this sub-group are to operate one or more types of direct, offset, photographic-process and other copying machines for reproduction of copy, keep record of paper usage and other supplies, and to carry out maintenance as required. A number of clerical duties, such as sorting and filing documents or preparing mail, may be performed as minor functions.
Office Equipment – Microphotography Equipment Operator (OE-MEO) Sub-group Definition
The primary duties of positions in this sub-group are to operate or supervise the operation of microphotography equipment used to reproduce and process information to microfilm. Such duties include the operation of microphotographic cameras, film processors, reproducers, precision enlargers and film inspection equipment as well as the splicing, cutting, indexing, mounting and recording of microfilm.
Office Equipment – Mailing Service Equipment Operator (OE-MSE) Sub-group Definition
The primary duties of positions in this sub-group are to operate or set up and operate one or more types of machines used in the processing of printed material received for internal distribution or prepared for onward transmission.
Mailing Service equipment includes machines required for, plate embossing, heat transfer, addressing, inserting, fording, collating, cheque writing and addressing, counting, bursting, slitting, trimming and such other machines that are used in a volume mailing service operation.
A number of secondary duties such as sorting mail, registering documents, tabbing, filing and checking addressograph plates may also be assigned to positions in this sub-group.
Note: The term “Mailing-Service” is applied to this sub-group because it is descriptive of the functions performed and of the departmental units that provide them. It is not meant to apply exclusively to the processing of printed material received from or transmitted by the postal service.

Positions included in this sub-group are those in which the incumbents:
- provide conciliation and mediation services with regard to collective bargaining and industrial relations disputes pursuant to the Canada Labour Code; or
- negotiate collective agreements with bargaining agents in the core public administration on behalf of the Treasury Board, as the employer, pursuant to the Public Service Labour Relations Act.

The primary duties of positions in this sub-group are to record verbatim in shorthand or by machine, proceedings of meetings, conferences, boards of inquiry, commissions or courts of law. The proceedings may take place under difficult conditions and require the recording of testimony given indistinctly and under stress. The reproduction and certification of an accurate and complete record of the proceedings and the performance of other clerical and administrative support duties are also required.
Secretarial, Stenographic, Typing – Office Composing Equipment (ST-OCE) Sub-group Definition
The primary duties of positions in this sub-group are to operate one or more types of proportional spacing or changeable font or other modified or automatic typing machines equipped to utilize the capabilities of a magnetic or paper tape medium, magnetic-cards, or computer for storage, retrieval and revision of information. A number of clerical functions, such as checking and stripping copy, filing and maintaining records may be performed as additional duties.
Secretarial, Stenographic, Typing – Secretary (ST-SCY) Sub-group Definition
The primary duty of positions in this sub-group is to provide secretarial assistance to one or more individuals by performing a variety of administrative support functions.

Included in this sub-group are positions which have primary responsibility for a majority of the following:
- taking and transcribing dictation or typing from voice recordings and manuscripts;
- receiving and distributing incoming mail;
- composing replies and reviewing outgoing correspondence;
- maintaining files, records and reference material;
- liaising on behalf of the individual(s) with others, both inside and outside the organization, to provide and obtain information;
- arranging appointments, meetings and conferences;

The Non-Supervisory Printing Services Group comprises positions that are primarily involved in the production and binding of text material and illustrations by the various techniques used in the printing industry and directly related printing environments.
Inclusions
Notwithstanding the generality of the foregoing, for greater certainty, it includes positions that have, as their primary purpose, responsibility for one or more of the following activities:
- advising customers on technical issues;
- planning and estimating jobs, developing technical specifications, scheduling production and auditing printing jobs;
- preparing specifications for all printing operations and materials;
- preparing and proof-reading text and illustrations to ensure total readiness for printing;
- preparing and operating printing equipment;
- performing bindery and finishing operations by hand or mechanical and electronic means;
- repairing press, bindery, composition and other equipment used in printing operations and inspecting and repairing circuits in electronic machines; and
- a limited degree of leadership in addition to any of the above activities.
To be allocated to the Non-Supervisory Printing Services Group, a position must, in addition to meeting the requirements for inclusion, be a part of a printing or duplicating or photocopying environment that meets the criteria listed below:
- The “printing or reproduction shop” is a distinct organizational entity in itself, such as a unit or section, or a part of a larger printing organization.
- The shop activities are under the direction and control of a leader who has responsibilities for more than one of the following graphic arts processes: text preparation, plate-making, printing/duplicating, high-speed photocopying, electronic pre-press preparation, printing and bindery operations. Also included are a small number of shops specializing in one of the processes, such as text preparation, typesetting or composition, that rely on other printing organizations to perform the other graphic processes.
Positions that require the application of skill and knowledge acquired through formal printing apprenticeship in performing bookbinding, paper cutting, composition, pre-press preparation, lithographic press operation, maintenance and printing control duties are to be allocated to the Non-Supervisory Printing Services Group, regardless of the environment in which they work.

Ship Repair-West (SR(W)) Group Definition
Pursuant to section 101 of the Public Service Reform Act, the Treasury Board of Canada hereby provides notice that the following definition shall apply to the Ship Repair – West Group effective .
The Ship Repair-West Group comprises positions in the Department of National Defence located on the West Coast that are primarily involved in the repair, modification and refitting of naval vessels and their equipment.
Inclusions
Notwithstanding the generality of the foregoing, for greater certainty, it includes positions that have, as their primary purpose, responsibility for one or more of the following activities:
- the installation, testing, inspection, maintenance, repair, modification, quality control and sea trials of mechanical equipment, weapons, missiles and torpedoes; and the propulsion systems of vessels;
- the installation, repair or modification of electrical and electronic equipment including work such as electrical instrument repair, electric motor repair and testing and work performed by an electrician, electrical technician, electronics communications technician, electronic component technician, electronic systems technician and fire-control technician;
- the repair and modification of a vessel’s hull;
- the physical preparation of vessels for refitting or repair;
- the installation, repair and modification of machine tools, test equipment and apparatus used in the above activities, on board ship and in the dockyard workshops;
- the preparation of detailed plans and estimates of time and material for individual pieces of work related to the installations, maintenance, repair or modification of systems and equipment; and
- the leadership of any of the above activities.
Exclusions
Positions excluded from the Ship Repair-West Group are those whose primary purpose is included in the definition of any other group or those in which one or more of the following activities is of primary importance:
- the application of electronics technology to the design, construction, installation, inspection, maintenance and repair of electronic and associated equipment, systems and facilities and the development and enforcement of regulations and standards governing the use of such equipment;
- the alteration, maintenance, or cleaning of buildings, construction engineering equipment, or other installations on shore;
- the operation of stores and storerooms;
- the operation of naval auxiliary vessels, harbourcraft, or floating plant equipment, or mobile equipment; and

Operational Services (SV) Group Definition
Pursuant to paragraph 11.1(1)(b) of the Financial Administration Act, the Treasury Board of Canada hereby provides notice that the definition of the Operational Services Group, effective , as published in Part I of the Canada Gazette, on , is revised and replaced by the following definition excluding positions allocated to the Correctional Services Group effective .
The Operational Services Group comprises positions that are primarily involved in the fabrication, maintenance, repair, operation and protection of machines, equipment, vehicles, government facilities and structures such as buildings, vessels, stationary and floating plants, stores, laboratories, and equipment; and the provision of food, personal or health support services.
Inclusions
Notwithstanding the generality of the foregoing, for greater certainty, it includes positions that have, as their primary purpose, responsibility for one or more of the following activities:
- the cleaning and servicing of buildings and adjacent grounds, including housekeeping and janitorial services, and the cleaning of laboratory equipment;
- the patrolling, observing, checking and taking of preventive action in protecting property from damage or loss and providing for the well-being of people;
- the receipt, storage, manual or mechanical handling of equipment, and the recording of transactions in an equipment or supplies stores context;
- the provision of food, laundry and messenger services, and other services, such as tailoring, to accommodate passengers, clients, patients, guests or tourists;
- the provision of patient care and health care support services not requiring the qualifications of a registered nurse, occupational therapist or physical therapist;
- the provision of routine assistance to pathologists, dentists, nurses, therapists and laboratory technicians;
- the performance of fire protection, fire prevention and/or airport rescue activities by active members of fire-fighting forces;
- the inspection, installation, operation, maintenance or repair of specialized and non-specialized instruments, equipment and machinery used in or related to: the generation of heat, electricity, refrigeration, or air conditioning; sewage treatment and disposal; water supply and treatment; marine navigation; and the handling and storage of fuels and lubricants;
- the operation and maintenance of light-station equipment and the upkeep of the light-station buildings, landing facilities or grounds;
- the operation and servicing of vessels staffed by civilians, including floating plants and associated equipment, and activities performed in support of programs such as buoy tending, fisheries enforcement and rescue operations;
- the fabrication, alteration, maintenance or repair of buildings, structures, roads or other installations;
- the installation, operation, maintenance or repair of equipment, distribution systems or vehicles;
- the production of parts, prototypes or other items;
- the cultivation of grounds, gardens and other land or the propagation of plants;
- the care and feeding of animals;
- the performance of leadership activities that require the inspection of construction work for conformity to prescribed standards or specifications where the following are of primary importance:
- acting as the architect’s or engineer’s representative on the construction site of work being performed under contract, with responsibility to ensure that work proceeds according to an agreement and that all statutory requirements are met by the contractor before progress payments are released; and
- performing the functions of an inspector on behalf of a property manager, with responsibility for examining and recommending work that should be done to properly maintain structures, and for recommending the acceptance or rejection of work;
- the weighing and sampling of grain, the operation of agricultural equipment and machinery and associated activities;
- the leadership of any of the above activities; and
- the leadership of printing services pertaining to the production and binding of text material and illustrations by the various techniques used in the printing industry and directly related printing environments.
Exclusions
Positions excluded from the Operational Services Group are those whose primary purpose is included in the definition of any other group or those in which one or more of the following activities is of primary importance:
- the custody and control of inmates in institutions of Correctional Service Canada;
- the custody and control of detainees held under the Immigration and Refugee Protection Act (IRPA) Security Certificates in federal holding centres or detention facilities;
- the planning, development, co-ordination or monitoring of fire prevention programs on a national, regional or district basis;
- the development and writing of specifications for the acquisition of resources, material and equipment for rescue and fire prevention and protection services;
- the study of potable water supply problems, sewage treatment methods, the mechanics and efficiency of heat-engines, the comparable thermal efficiencies of fuels, or the technical aspects of the purification, handling and storage of liquid fuels and lubricants;
- the developmental testing of pressure vessels, pumps, compressors, heat-engines, turbines or other stationary mechanical plants;
- the planning of the general practices and procedures to be followed at light-stations;

- the storage, handling or issue of ammunition is of primary importance, and where that ammunition is small-arms ammunition only;

General Labour and Trades – Construction Inspecting (GL-COI) Sub-group Definition
The performance or supervision of duties that require the inspection of construction work for conformity to prescribed standards or specifications, where the inspector has no supervisory control of the workers who perform the work inspected and where the following functions are of primary importance:
- to act as the architect’s or engineer’s representative on the construction site of work being performed under contract, with responsibility to ensure that work proceeds according to an agreement and that all statutory requirements are met by the contractor before progress payments are released; or
- to perform the duties of an inspector employed by property management, with responsibility for examining and recommending the work that should be done to properly maintain structures, and for recommending to management the acceptance or rejection of work.
The supervision of workers engaged in the performance of duties in a number of skilled-construction-trades sub-groups that requires sufficient knowledge of each of the trades supervised (as defined in the job evaluation standard) to recognize that principles and methods are being followed and that completed work conforms to accepted trade standards.
This sub-group includes such occupations as construction inspector, construction and maintenance superintendent and multi-construction-trade supervisor at classification levels 9 to 14 inclusive.

The performance or supervision of duties that require starting, stopping and moving the controls of machines that must be steered or guided in order to transport people, or move goods, earth or other material.
This sub-group includes such occupations as bus driver, chauffeur, crane operator, power-shovel operator, tractor operator, and truck driver.
General Labour and Trades – Machine Operating-Controlling (GL-MOC) Sub-group Definition
The performance or the supervision of duties that require setting-up, starting, adjusting, watching and stopping machines and equipment to fabricate or process materials or products, or to move and control navigational or other structures, or to ensure the proper operation of a Loran or Decca navigational system. Typically the work involves operating and/or monitoring the operation of one kind of machine or equipment and includes selecting and installing tools and holding devices; observing the functioning of the machine or equipment and various types of indicating devices; making necessary adjustments to allow for such variables as temperature changes, the flow of material or things, angles of cut, synchronization of radio signals; starting
and operating standby power equipment; identifying malfunctions and switching on standby units; removing materials or products from a machine and verifying their accuracy; and making minor repairs to the machine or equipment. Considerable latitude exists for judgement in determining conformance to standards.
This sub-group includes such occupations as bridge operator, lock tender, furnace operator, punch-press operator, rolling-mill operator and scope watcher.

This sub-group includes such occupations as machinist, maintenance machinist, prototype machinist, tool-and-die maker, tool-machine set-up operator, machine builder, and related supervisors at classification levels 9 to 14 inclusive.
