Special or diplomatic passport (child): How to apply

1. Get the documents ready
You need to include these documents with a child’s application:
- an original copy of the child’s proof of citizenship (opens in a new tab)
- proof of parentage (opens in a new tab) or proof of legal guardianship, if applicable
- all documents that relate to custody, decision-making responsibilities, access, parenting time or mobility of the child (opens in a new tab), including any divorce judgment or order
- 2 identical passport
photos (opens in a new tab).
- On the back of 1 of the passport photos, you must have all of the following:
- The photographer must write the name and complete address of the studio and the date the photo
was taken.
- They can handwrite this or use a stamp.
- Stick-on labels are not accepted.
- Your guarantor must sign it and write, “I certify this to be a true likeness of (the child’s name).”
- The photographer must write the name and complete address of the studio and the date the photo
was taken.
- On the back of 1 of the passport photos, you must have all of the following:
- a detailed flight itinerary, if available
- a copy of one of the following documents:
- the signed travel authority and advance form
- the posting confirmation form
- a signed letter from your department
- National Defence or Canadian Armed Forces specific forms (opens in a new tab)
- a completed Visa Facilitation Form (PPTC 639) (PDF, 1.6 MB), if the child needs a visa
You need to provide extra documents if you’re
- replacing a lost, stolen or damaged travel document (opens in a new tab)
- changing the child’s name
- This may include a legal name change certificate, a court order or an adoption order displaying the child’s old and new name.
- changing their gender identifier (opens in a new tab)
- you’re being posted abroad (opens in a new tab)
2. Complete the application form
Remember to
- sign each page
- include the guarantor’s information
- make sure your guarantor signs
- the application form
- the back of 1 of the photos
3. Find out if you need a visa
If you’re travelling to a country that requires a visa, add 3 to 45 business days (depending on the country) to the 15 business days it takes for us to process the passport application. Each country sets its own visa requirements and processing times. We have no influence over the time it takes a foreign mission to issue a visa.
4. Pay the fees
Special or diplomatic passport: $225
Visa: $90 per visa (if required)
How you pay depends on why you’re applying to travel on official government business or who in the Government of Canada you’re representing abroad.
A federal department or agency
Complete and include the passport information billing form [PPTC 467] (PDF, 2.2 MB).
A Crown corporation
Pay your fees online(opens in a new tab)
After you pay, you need to print a receipt and include it with your application.
National Defence
If you’re being posted somewhere
Complete and include the National Defence posting confirmation [PPTC 458] (PDF, 1.3 MB).
If you are not being posted somewhere
Complete and include the requisition form for official passports [PPTC 455] (PDF, 2.1 MB).
None of the above

5. Submit your application
You can apply by mail, in-person walk-in or contact us for an in-person appointment.
Mailed applications must be sent by courier
Due to the Canada Post labour disruption, you need to use a courier to apply by mail.
