Information gathering
Section 71 Chemicals Management Plan (CMP) 2023
In June 2023, a notice was published in the Canada Gazette, Part I: Vol. 157, No. 25 – June 24, 2023 under section 71 of CEPA. This notice applies to one substance in this batch, DEGME (CAS RN 111-77-3). More information is available on the information gathering with respect to certain substances under the CMP web page.
2007 Mandatory survey – section 71 notice
In August 2007, a notice was published in the Canada Gazette, Part I: Vol. 141, No. 33 - August 18, 2007 under section 71 of CEPA. This notice applied to all 19 substances in this batch.
Substance Groupings Initiative
The following substances in this batch have been included in the Aromatic Azo and Benzidine-based Substance Grouping under Substance Groupings Initiative as part of the second phase of the CMP. As outlined in the notice of intent for the Aromatic Azo and Benzidine-based Substance Grouping, it was recognized that assessments and conclusions pertaining to some of the substances in the grouping may be subsequently updated as part of the subgroup assessment. The latest updates on these substances are found on the respective substance groupings initiative web pages.

Risk management action milestones
The risk management action milestones table outlines the risk management actions that were proposed for each chemical substance in this batch of the Challenge that met the criteria of section 64 of CEPA. These proposed risk management actions were published in the risk management approaches for these substances. For the complete wording of these proposed actions, please refer to the risk management approaches.
Performance measurement
Conducting performance measurement evaluations allows the Government to assess whether the risk management actions taken on substances found to be toxic under CEPA were appropriate in meeting risk management objectives, or whether adjustments would help to protect people in Canada and their environment. Performance measurement evaluation reports for substances in this batch with risk management actions will be published as they become available.

Varying the requirements under the SNAc provisions
In March 2026, an order amending the DSL to vary the requirements under the SNAc provisions of CEPA for Disperse Blue 19 (CAS RN 4395-65-7) and PDDAM (CAS RN 60352-98-9) was published in the Canada Gazette, Part II: Vol. 160, No. 6 – March 25, 2026. The amendments are an outcome of the SNAc Review.
In November 2017, a notice of intent to amend the DSL to vary the requirements under the SNAc provisions of CEPA for DEGME (CAS RN 111-77-3) was published in the Canada Gazette, Part I: Vol. 151, No. 47 - November 25, 2017 for a 60-day public comment period. The proposed amendments are an outcome of the SNAc Review. The DSL amendments do not come into force until the final order is published in the Canada Gazette, Part II. Any current requirements under the SNAc provisions remain in effect until then.
In January 2016, a notice of intent to amend the DSL to vary the requirements under the SNAc provisions of CEPA for 2-EEA (CAS RN 111-15-9) and Pigment Red 3 (CAS RN 2425-85-6) was published in the Canada Gazette, Part I: Vol. 151, No. 2 - January 14, 2016 for a 60-day public comment period. The proposed amendments are an outcome of the SNAc Review. The DSL amendments do not come into force until the final order is published in the Canada Gazette, Part II. Any current requirements under the SNAc provisions remain in effect until then.
Rescinding the requirements under the SNAc provisions
In October 2016, an order rescinding the requirements under the SNAc provisions of CEPA for Pigment Red 251 (CAS RN 74336-60-0) was published in the Canada Gazette, Part II: Vol. 150, No. 21 - October 19, 2016. Pigment Red 251 was subject to the SNAc provisions as a result of the 2009 screening assessment of substances in this batch. Since then, Pigment Red 251 was included in the Certain Monoazo Pigments Subgroup, assessed in 2016, and concluded to not pose a risk to the environment or to human health.
Final screening assessments and risk management approaches
In March 2009, the final screening assessments for this batch were released and the related notices were published in the Canada Gazette, Part I: Vol. 143, No. 10 - March 7, 2009.
The final screening assessments concluded that four substances in this batch meet one or more criteria in section 64 of CEPA. The Government has added these substances to Schedule 1 to CEPA. Proposed risk management approaches were also released on these dates for the substances in this batch which met the criteria in section 64 of CEPA.
Draft screening assessments and risk management scopes
New information was received from industry or interested stakeholders for each of the 19 substances in this batch. In August 2008, the draft screening assessments were released and the related notices were published in the Canada Gazette, Part I: Vol. 142, No. 34 - August 23, 2008. Risk management scopes were also released in conjunction with these publications.
